Chair’s Opening Remarks.
 
1. APOLOGIES FOR ABSENCE. 
To receive any apologies for absence.
       
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
 
3. PUBLIC FORUM
To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
 
4. MINUTES
To approve the Minutes of the Parish Council Meeting held on 9 January 2024.
 
5. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. 24/0166/TCA Description of works: T1-T3 - Holly - Reduce by 1m on the sides and 2m in height T4 - Conifer - Fell T5 - T6 - Conifer- Reduce in height by 3m Location: 29 Main Road, Leadenham, Lincoln, Lincolnshire, LN5 0QB Parish : Leadenham.

6. REPORTS OF REPRESENTATIVES
To receive reports from the following:
a) District Councillor (DCllr Lucille Hagues, Cllr M Overton). DCllr Hagues reports can be found here

7. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
c) Drains – an update from LCC Highways was requested.

e) Highways Walk-around – a request for a walk-around the village to discuss Highways issues was requested.

8. TREES ON PC LAND
a) To note receipt of three quotes/estimates for works and to consider any action required.
 
9. PARISH CLERK
To consider the Parish Clerk’s Report (to follow).
 
10. CORRESPONDENCE
To consider correspondence (to follow). 
 
11. SPEED ISSUES
To receive any updates regarding a request that LCC Highways consider 20mph zone around the area of the Primary School.
 
12. FINANCIAL MATTERS
a) To consider the Financial Report (to follow).
b) To note that the Precept Request for 2024/25 was submitted to NKDC on 16/01/24 and receipt received.
c) To note and approve the appointment of the Internal Auditor for 2023/24 
 
13. VILLAGE HALL/LAW/BOWLS CLUB
To note that a meeting took place between the Independent Consultant (I. Goldsworthy), the Chair of the LVH Committee (J Olney) and the Clerk, on Tuesday 22/01/2024. It was agreed that Mr Goldsworthy will draft a brief and circulate this by end February and present it to the LVH Committee Trustees for comment, prior to issuing it to the PC for further comment. It is hoped that this document can be considered at the PC meeting of 13/03/2024.
 
14. MEMORIALS
a) To receive any information regarding the old Memorials currently in the care of a member of the community and any action required.
b) War Memorial, to receive any updates regarding the War Memorial, NKDC funding and to agree any action.
 
15. PLAY AREA PROJECT
a) To note that the Funding Claim and Final Report was submitted on 17/01/2024.
b) To note retrospectively that Cllr M Everett had held talks on 12/09/2023 with Mr. Nicholson, Head of the Primary School, and a representative of Lincolnshire County Council Educational Department. 
c) To consider arrangements for the Opening event, and agree any action required.
