CHAIRMAN’S OPENING REMARKS
 
1. APOLOGIES FOR ABSENCE. 
        To receive any apologies for absence.
        
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
 
3. PUBLIC FORUM
To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
 
4. MINUTES
a) To approve the Minutes of the Parish Council Meeting held on 11 October 2022.
 
5. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. 22/1520/FUL. Proposal:  Erection of five dwellings and garages
       Location:   Field House Farm Sleaford Road Brant Broughton.
       Comments by 25 November 2022.
ii. 22/1332/TCA. Description of works:  T1 Acacia - remove dead branches, remove lower branches to height of 4m above ground level, remove ivy growth; T2 Conifer - remove branches on east side  to height of 4m above ground level overhanging garden of no:47a; T3 Ash - remove lower branch on south side overhanging garage on Newark Road
Location:The Gables, 53 High Street, Leadenham.
Comments by 24 November.
 
iii. To consider any comments to be submitted to NKDC regarding the King’s Meadow site and arrangements for the footpath. (note that no revised application has been received).

6. REPORTS OF REPRESENTATIVES

7. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
 
8. PARISH CLERK
To consider the Parish Clerk’s Report (to follow).
 
9. CORRESPONDENCE
To consider correspondence (to follow).
 
10. FINANCIAL MATTERS
a) To consider the Financial Report (to follow).
d) Insurance for the VH.
e) Grass-cutting Scheme – update. From April 2023 this will become a rolling agreement, with no need to re-sign annually. 
To consider accepting this and signing the rolling agreement document.
f) To note that the Precept request for 2023-24 is due for consideration at the next meeting and final submission in /January 2023 (date tbc).
 
11. PARISH FIELD/TREE PROJECT. 
To receive any updates, if available. 
 
12. PLAY AREA
a) Monthly reports received. 
b) To note that the picnic benches require painting and the legs sealing to prevent them rotting.
c) To receive any updates on the proposed new Play Area and grant funding arrangements. Report received from the WG Leader meeting 1 November 2022 – circulated to all.
 
13. LITTER PICKING.
a) To receive any updates regarding litter picking.
b) To note that NKDC Litter Picking Grant has been received £91.14.
 
14. VILLAGE HALL/LAW/BOWLS CLUB
To receive any updates from Cllr T Sisson and to consider the setting up of a joint meeting of representatives of the PC, Village Hall committee and Bowls Club. 
 
15. PARKING NEAR THE PRIMARY SCHOOL.
To receive any updates following the deployment of a barrier.
 
16. MEMORIALS
To receive any information regarding the Memorials and any action required.
 
17. GENERAL POLICY – FINANCIAL REGULATIONS
To consider adopting the Financial Regulations, which was deferred from the last two meetings to allow further consideration.
 
18. EQUIPMENT STORAGE.
To consider the approval of a storage facility being sited at the VH for a VH user Starlight Circus, to store equipment securely. To note that no costs will be incurred and the adequate insurance for the unit will be the responsibility of the user.
 
19. AGENDA ITEMS FOR NEXT MEETING. To consider any items for inclusion in the next agenda.
 
20. DATE OF NEXT MEETING. To consider any amendments to the start time, following adoption of new Standing Orders and re-positioning of Public Forum.  To note that the next meeting of the Parish Council as Tuesday 13 December 2022.
