Dear Councillor, You are hereby summoned to attend the next meeting of LEADENHAM PARISH COUNCIL on WEDNESDAY 9 MARCH 2022, AT 7:30PM, at Leadenham Village Hall
This is a face-to-face meeting and Government advice regarding Covid-19 safety will be followed.
 
Parishioners Questions from 7.20 pm - 7.30 pm only. Following this session, no further questions or interruptions are allowed for the duration of the meeting.

AGENDA
CHAIRMAN’S OPENING REMARKS
 
1. APOLOGIES FOR ABSENCE. 
        To receive any apologies for absence.
        
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
 
3. MINUTES
a) To approve the Minutes of the Parish Council Meeting held on 9 February 2022.
 
4. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
None at time of publication.
 
b) Decisions received: 
i. 21/0053/FUL. – approved 25/02/2022
Proposal: Change of use of land and buildings to equestrian uses in connection with the creation of an all-weather polo arena facility and associated works (approved though 19/1764/FUL) including the conversion of barns to stables and two fields for use for polo practice, pony exercise and schooling.
Location: North Hilltop Farmhouse The Heath Leadenham 
The application noted above will be considered at Planning Sub Committee on 22nd February 2022.
 
ii. 21/1886/HOUS – approved 25/02/2022
Proposal: Proposed Annexe linked to garage previously approved on planning permission 21/0438/HOUS Location: Hillsdale 2 Crow Lane Leadenham.
 
iii. 21/1823/HOUS – approved 15/02/2022.
Proposal: Replace existing front windows with new timber double glazed units and replace existing slate roof with new slate roof Location: Woodford House 5 High Street Leadenham.
 
c) Street numbering/naming.
NKDC still require a new road name for the development at Main Road Leadenham. Suggesting
something Farming related or someone famous from the Village.
 
5. REPORTS OF REPRESENTATIVES

d) Leadenham Village Hall Committee, if applicable. (February minutes circulated to all).
 
6. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
c) To note a request from SWRA to attend a PC meeting or for Cllrs to visit the school. The Clerk confirmed that any members of the public can attend a PC meeting and speak during the public session.
 
7. SPEEDWATCH SCHEME / SPEEDING ISSUES. 
a) Speed Indicator Device (SID – Cliff cluster Scheme):
i. The device was available for collection by Bracebridge Heath PC.
ii. To receive any reports from the Village Keeper, regarding siting etc.
 
b) Speedwatch Scheme:
i. To receive any updates.
 
8. PARISH CLERK
To consider the Parish Clerk’s Report (to follow).
 
9. CORRESPONDENCE
a) To consider correspondence (to follow).
 
10. FINANCIAL MATTERS
a) To consider the Financial Report (to follow).
b) To ratify payments made between meetings.
c) To consider any payments to be made on 9 March 2022.
 
11. PARISH FIELD/TREE PROJECT. 
To receive any updates following the event held Saturday 29 January and agree any action required.
 
12. PLAY AREA
a) Monthly reports received. 
b) To note that the VH Group is awaiting revised quotes, following feedback at the event held 29 January 2022.
 
13. LITTER PICKING.
a) To receive any updates regarding litter picking.
b) To note that funding is now via submission of an invoice and the 2021-22 invoice has been submitted by the Clerk.
 
14. VILLAGE HALL/LAW/BOWLS CLUB
To receive any updates regarding SLAs for the above groups.
 
15. DAMAGE TO THE GREEN
To receive any updates regarding heavy vehicles damage on the Green by driving over the grassed area and to consider any action required.
 
16. PARKING NEAR THE PRIMARY SCHOOL.
To receive any updates regarding cars collecting children from the Primary School parking on the verge and potentially damaging the grassed area and the provision of poles/tape. 
 
17. QUEEN’S JUBILEE 2022.
a) To note that the Beacon is jointly owned with Welbourn PC and WPC will host the event on Thursday 2 June 2022.
b) To note that a private community group is organising a Street Party/Big Lunch on Sunday 5 June 2022 and may apply for a temporary traffic restriction order (TTRO). This is for 
c) To consider asking local residents to participate in a community home-decorating event.
 
18. MEMORIALS
To receive any information regarding the Memorials and any action required.
19. AGENDA ITEMS FOR NEXT MEETING. To consider any items for inclusion in the next agenda.
