NOTES OF THE PARISH COUNCIL MEETING OF
LEADENHAM PARISH COUNCIL
Held on Wednesday 13 April 2022, 7.30 pm at Leadenham Village Hall.
PRESENT: Cllr Melanie Nelstrop (Chair), Cllr G McLusky (Vice-Chair),
Cllr S Locking, Cllr T Sisson, Cllr K Willgoose.

CHAIRMAN’S OPENING REMARKS. Chair Cllr M Nelstrop welcomed everyone to the meeting.
1. APOLOGIES FOR ABSENCE.
Apologies were received from Cllr N Johnson, Cllr G Luff, reason accepted.
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.
C/DCllr Marianne Overton declared an interest in agenda item 4 a ii.
3. MINUTES
It was proposed by Cllr M Nelstrop, seconded by Cllr K Willgoose and it was RESOLVED that Notes of the Parish Council Meeting held on 9 March 2022 be approved as a true record and signed as Minutes.
At the chair’s discretion item 11 was taken at this point.
4. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. CLLP – invitation to participate in the Central Lincolnshire Local Plan Review - Proposed Submission Local Plan The consultation runs for 8 weeks from 16 March to 9 May 2022. It was agreed that a comment be submitted by the clerk on the PCs behalf.
ii. 22/0416/TCA Description of works: T1 Pear - fell Location: 27 High Street, Leadenham, Lincoln, Lincolnshire, LN5 0PP. Deadline for comments 8 April. Now decided, no TPO.
iii. 22/0253/VARCON Proposal: Application to vary Condition 7 (materials) and Condition 8 (windows and doors) of planning permission 19/1084/FUL (erection of 7no. dwellings and relocation of pub car parking area) to allow the use of uPVC windows Location: Land To The Rear Of The George Hotel High Street Leadenham.
Comments by 21 April 2022.
It was agreed that a comment in OBJECTION to the amendment in materials be submitted.
iv. 21/1550/FUL - Proposal: Erection of 6 no. poultry houses for broiler chicken production (300,000 bird capacity), and associated infrastructure including feed rooms/bins, water and gas tanks, generator, plant room, amenity building, drainage attenuation pond and access alterations. Location: Leadenham Poultry Farm Land North East Of Glebe Farm Sleaford Road.
Will be considered at Planning Sub Committee on 26th April 2022.
It was agreed that Cllr T Sisson would attend the meeting and speak on behalf of the PC and the community. The Clerk will make book his attendance.
b) Decisions received: None.
c) Street numbering/naming.
NKDC still require a new road name for the development at Main Road Leadenham. Suggesting
something Farming related or someone famous from the Village.
It was agreed that a request for an extension be submitted and that an article be posted to the village community Facebook page, calling for suggestions.
5. REPORTS OF REPRESENTATIVES

d) Village Hall Committee. Nothing to report.
6. HIGHWAYS ISSUES
a) Reports re Buses and HGVs – new reports from a member of the public are regularly received, with thanks. No new action.
b) Footpath adjacent to the railway bridge – no updates available.
7. SPEEDWATCH SCHEME/SPEEDING ISSUES
a) Speed Indicator Device (SID – Cliff Cluster Scheme):
The device is still within the Parish and will be deployed whilst awaiting response from the PC overseeing the scheme.
b) SID for Leadenham:
Quotes underway, to be reported at the next meeting.
c) Speedwatch Scheme: No updates to report.
8. PARISH CLERK
To consider the Parish Clerk’s Report:
a) Keys (x2) to the PC filing cabinet, situated in the VH, have been forwarded from the previous Clerk. Old historical minute and record books (x4/5) have been handed over. It is now evident that an unknown quantity of other PC property/documents is still held by the previous Clerk and steps to retrieve this material are underway.
A number of containers are expected to be made available on 13 April, with a number of additional material to follow.
b) Clerk annual review and contract confirmation. It is proposed that this will be conducted by Cllr M Nelstrop and Cllr G McLusky and will take place prior to the next meeting, date tbc.
c) Website analytics for March 2022:
Users = 386 (-14.4%). Page Views = 1,377 (-12.2%). Unique Page Views = 1,219 (-8.5%). Average Time on Page = 00:00:18 (-32.3%).
9. CORRESPONDENCE.
a) An email has been submitted to the Monitoring Officer at NKDC, in support of a parishioner, regarding his treatment at the planning meeting of 22 02 2022, as agreed at 09/03/22 item 9a).
b) An email has been exchanged between the Clerk and a member of the public, who is providing commemorative mugs to children in the village. Information on the numbers of children in the village is not available from the PC as this number is unknown.
c) FCC Environment has asked if the PC would like a meeting for updates or require any information, relating to the tip site.
d) Leadenham Bowls club has requested that the PC consider insurance. They have offered to meet to discuss. The clerk reminds Cllrs that currently the bowls club has declined to contribute to the VH insurance, and that the SLA needs to be reviewed. (email circulated to all).
10. FINANCIAL MATTERS
a) To approve the Statement of accounts and bank reconciliations following the latest bank statements from Cllr K Willgoose:
The RFO reported balances at 31/03/2022:
i. HSBC deposit account balance as £13,775.97
ii. HSBC current account balance as £5,692.16
iii. Royal Fund £331.80. To receive an update.
RF monies has not been identified satisfactorily as yet.

b) To ratify payments made between 09/03/2022 – 12/04/2022:
To note that item 49, Clerk salary and back-pay for March £284.09, as calculated at 9/03/22 8a).

It was proposed by Cllr G McLusky, seconded by Cllr N Johnson and it was RESOLVED that the financial report and payments be approved.
d) To note that the application to Lloyds bank, with online banking and the RFO as a signatory for administrative purposes, is in progress.
e) To note that the AGAR for 2021-22 has been received, Deadline for submission is 1 July 2022.
11. PARISH FIELD/TREE PROJECT
Rory Booth gave a verbal update, with an updated artists impression of the area.
It was proposed by Cllr T Sisson seconded by Cllr G McLusky and it was RESOLVED that the project may proceed, as detailed below:
a) The project will be organised and run by the Volunteer Group (VG)
b) The VG will seek funds from Woodland Trust and other sources
c) Any activities included in the project, such as hay cutting, mowing, grazing, will be at no cost or profit to the PC
d) Planning may commence at the end of the year
e) Fundraising and sponsorship will be actioned for additional plants and trees
f) The VG will investigate any funding or support via the Jubilee initiative: The Queen’s Green Canopy
g) Signage may be installed where appropriate (e.g. tree ID plaques)
h) The gate onto the A607 is adequate for present and any changes will be considered in due course
i) A regular report will be submitted to the Clerk for inclusion onto the PC website.
j) An article may be submitted to the Three villages and a Hamlet magazine.
12. PLAY AREA.
a) Monthly reports received. The Spring Horse has been made safe to use
b) The new play area project leader has reported that further plans have now been received.
It was proposed by Cllr T Sisson seconded by Cllr M Nelstrop and it was RESOLVED that the project leader form a Working Group, to include Cllrs and/or members of the community, to discuss and progress the project and to bring any findings and items for consideration to the PC for official approval. It was noted that a meeting of the Working Group is scheduled for 26 April 2022 (tbc).
13. LITTER PICKING.
a) Litter report 12/02/2022 - 10 pickers, 13 bags, 3 loads reported for collection by NKDC.
b) Litter report 09/03/2022 10 pickers, Newark Road and Quarry Lane, 7 bags, other items reported to NKDC for collection.
It was noted that the area of Newark Road adjoining Lemon Wong Lane is worse than ever with bags of excrement, tyres and ordinary rubbish too deep in the hedges
The unofficial layby half way along Newark Road has more broken sinks and pipework left and a half buried bag of bottles.
c) Litter report 2nd to 9th April 2022, 14 pickers, 13 bags from A607, Quarry Hill, Pottergate and High Street.
d) It was noted that NKDC has supplied signage, which the group leader has installed.
14. VILLAGE HALL/LAW/BOWLS CLUB
It was agreed that this item remain on the agenda and actioned in due course. It was noted that correspondence had been received from the Bowls club, requesting aid in a reduction of their costs; It was noted that requests for the previously agreed contribution to VH insurance cover had not been paid to the PC for ¾ years and are the subject of dispute.
15. PARKING NEAR THE PRIMARY SCHOOL.

16. QUEEN’S JUBILEE 2022.
No updates available at this time.
17. MEMORIALS
It was agreed that this be kept on the agenda and addressed at a future meeting.
18. AGENDA ITEMS FOR NEXT MEETING.
Nothing to add at this stage.
19. DATE OF NEXT MEETING. To note that the next meeting will be the Annual Meeting of the Parish Council, 11 May 2022.
It was agreed the APM (Annual Parish Meeting) be held in May, on a Saturday/Sunday in May, date tbc. The event with include an update on the Paly Area, the Parish Field Project, and an invitation to attend will be issued to the Village Hall committee, Leadenham Players.
