MINUTES OF THE PARISH COUNCIL MEETING OF
LEADENHAM PARISH COUNCIL
Held on Wednesday 8 June 2022, 7.30 pm at Leadenham Village Hall.
PRESENT: Cllr Melanie Nelstrop (Chair), Cllr G McLusky (Vice-Chair), Cllr N Johnson, Cllr G Luff (arrived 19:48), Cllr K Willgoose.

CHAIRMAN’S OPENING REMARKS. Chair Cllr M Nelstrop welcomed everyone to the meeting. 
 
1. APOLOGIES FOR ABSENCE. 
Apologies had been received from Cllr S Locking. Cllr T Sisson was not present.
        
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
None.
 
3. MINUTES
a) It was proposed by Cllr N Johnson, seconded by Cllr K Willgoose and it was RESOLVED that Notes of the Annual Meeting of the Parish Council held on 11 May 2022 be approved as a true record and signed as Minutes.
b) It was proposed by Cllr M Nelstrop, seconded by Cllr N Johnson and it was RESOLVED that Notes of the Extra-Ordinary Meeting of the Parish Council held on 24 May 2022 be approved as a true record and signed as Minutes.
 
4. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. 21/1975/RESM Proposal: Reserved matters application for the erection of 25 dwellings with design, scale, appearance, layout and landscaping to be considered pursuant to application 18/1045/OUT - Residential development of up to 25 dwellings (outline with access to be considered) Location: Land Off Main Road Leadenham.
Amendment - Submission of revised layout and house type designs and further information relating to ecology and impacts on retained trees
Comments by 18 June 2022. No Comments.
ii. 22/0763/TPO – 4 Waterloo Paddock, Leadenham, Lincoln, Lincolnshire, LN5 0QW.
T1 Plane - Reduce the lateral spread to the northwest by 2m to leave a finished length 9m, end tip reduction of small laterals over the garden removing material less than 1.5cm diameter, reduce lateral spread over the neighbouring property by 1.5m leaving a finished length of 9.5m, crown reduction of 4m, 20% crown thinning removing branches less than 5cm diameter.
Comments by 15 June 2022. No Comments.
iii. 22/0823/TCA - The Rectory, Church End, Leadenham.
        Group 1 5 Yew, 2 Holly - cut back all overhanging branches by 2m (west) clearance
        Comments by 28 June 2022. No comments.
 
b) Decisions received: None.
 
c) Street numbering/naming.
It was noted that the suggested name ‘Lawrence Way’ has been submitted to NKDC (14/05/2022). No response received.
 
5. REPORTS OF REPRESENTATIVES

C/DCllr Marianne Overton added:
i. Cliff Cluster had funds of £500 available for member PCs to request, the funds are held by Jason Jarvis at NKDC; it was suggested that items, such as brackets for the SID could be funded from this money.
ii. Planning permissions for the Travellers site near to Beckingham has been refused.
iii. Highways – she will contact them to request that the A607 Fulbeck Bridge, due to commence around 27 July, be postponed until October, to avoid compromising farming harvest annual traffic.
 
d) Village Hall Committee. Nothing to report. It was agreed that a PC representative should be appointed to the VH committee, and this will be considered at the next meeting.
 
6. HIGHWAYS ISSUES
a) Reports re Buses and HGVs – new reports from a member of the public are regularly received, with thanks. It was agreed to keep this item on the agenda.
b) Footpath adjacent to the railway bridge. It was reported by the Chair, that a member of the public had suffered an accident at this location and was taking the concerns to LCC Highways and the press. 
c) It was noted that a request for a meeting with SWRA had been submitted (14/05/2022) not reply to date.
 
7. SPEEDWATCH SCHEME/SPEEDING ISSUES
a) Speed Indicator Device (SID – Cliff Cluster Scheme):
The device has been deployed opposite to the church.
b) SID for Leadenham:
Quotes underway, to be reported in due course. 
c) Speedwatch Scheme: No volunteers have come forward. It was noted that this is a Community Scheme and requires members of the community to operate it. It was agreed to submit an update in the next Three Villages Magazine.
 
8. PARISH CLERK
To consider the Parish Clerk’s Report:
a) FCCEnvironment routine meeting held at the ground fill facility, 24 May 2022. In attendance: Cllr M Nelstrop, R Keillar (Clerk), Hailea Barrett and Jon Seagrave (FCCEnvironment), Matt Dobson (LCC Planning enforcement Officer, C/DCllr Marianne Overton.
b) Temporary road closure Notice was received, ref 5 June 2022 and posted online.
c) The Annual Parish Meeting took place on Sunday 29 May at Leadenham Village Hall. In total 20 people attended, including PC members. Play area and local issues were raised and discussed. 
d) The Clerk has requested permission to attend LALC networking Day, 6 July, with costs shared with Fenton and Torksey Lock PC, estimated at £20 (£40/2). It was agreed that this be approved.
e) Website analytics for May 2022:
Users = 430 (+4.4%). Page Views = 1,687 (+1.6%). Unique Page Views = 1,325 (-2.1%).  Average Time on Page = 00:00:20 (-15.5%).
 
9. CORRESPONDENCE.
a) Information and videos relating to agenda item 6a) has been received from M Everett and circulated to all.
b)  A request for clarification regarding walking on the disused railway line has been received. A link to the Walking in England website, via the PC website, has been sent and any updates can be sent to follow. It was agreed that the correspondent be informed that railway line is not suitable for walking due to heavy vegetation growth and areas deemed unsafe, and that the railway is likely to be under the jurisdiction of British Rail.
c) the Chair passed on a letter received by a resident regarding LCCHighways works on the A607, Fulbeck Bridge, planned to commence 27 July. 
 
 
C/DCllr Marianne Overton and DCllr Lucille Hagues arrived at this point (19:51/20:05). Items 6 b) and c) were taken.
 
10. FINANCIAL MATTERS
a) To approve the Statement of accounts and bank reconciliations, to be updated after the meeting, following receipt of the latest bank statements from Cllr K Willgoose: It was noted that this item be deferred to the next meeting as bank statements had not been received prior to the meeting.

It was proposed by Cllr G McLusky, seconded by Cllr K Willgoose and it was RESOLVED that the financial report and payments be approved.
 
a) AGAR for 2021-22. To note that the Clerk submitted the Certificate of Exemption to PKJ Littlejohn on 31/05/2022 and posted all required documents onto the PC website, as noted on 24/05/2022, minute 4 a) vi.
 
11. CODE OF CONDUCT
It was proposed by Cllr G McLusky, seconded by Cllr N Johnson and it was RESOLVED that the NKDC Code of Conduct be adopted by the PC. The Receipt forms were signed by those present and receipt forms will be issued to Cllr T Sisson and Cllr S Locking for completion. 
 
12. PARISH FIELD/TREE PROJECT 
No update to report.
 
13. PLAY AREA.
a) Monthly reports received. 
b) The new play area project leader and Working Group is to hold a meeting to discuss further details of the project, date tbc.
 
14. LITTER PICKING.
a) Litter pick arranged for 1 June 2022.
 
15. VILLAGE HALL/LAW/BOWLS CLUB
It was agreed that this item remain on the agenda and actioned in due course. 
 
16. PARKING NEAR THE PRIMARY SCHOOL.
a) It was noted that the measures deployed have been compromised by members of the public removing safety cones in order to park. 
b) It was agreed to request that the police attend to monitor the issue.
c) It was noted that the stakes purchased for the area are still to be deployed.
d) As agreed at the last meeting, 11 May 2022, the clerk requested that highways extend the zig-zag safety markings adjacent to the school, particularly on the North side. This was done via fixmystreet and the works are scheduled (update 16/05/22 – circulated to all).
       
17. MEMORIALS
It was agreed that this be kept on the agenda and addressed at a future meeting. Cllr T Sisson reported that he is awaiting some information from the Vicar in relation to one of the memorials.
 
18. AGENDA ITEMS FOR NEXT MEETING. 
Nothing to add at this stage.
 
19. DATE OF NEXT MEETING. 
It was noted that the next meeting will be the 13 July 2022.
