MINUTES OF THE PARISH COUNCIL MEETING OF
LEADENHAM PARISH COUNCIL
Held on Wednesday 9 March 2022, 7.30 pm at Leadenham Village Hall.
PRESENT: Cllr Melanie Nelstrop (Chair), Cllr G McLusky (Vice-Chair),

CHAIRMAN’S OPENING REMARKS. Chair Cllr M Nelstrop welcomed everyone to the meeting.
1. APOLOGIES FOR ABSENCE.
Apologies were received from Cllr S Locking and Cllr T Sisson, reason accepted.
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.
None received.
3. MINUTES
a) It was proposed by Cllr N Johnson, seconded by Cllr G Luff and it was RESOLVED that Notes of the Parish Council Meeting held on 9 February 2022 be approved as a true record and signed as Minutes.
b) It was noted that Minutes of 13/12/2021 were amended to correct a numbering error for item 8b).
4. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
None received.
b) Decisions received:
i. 21/0053/FUL. – approved 25/02/2022
Proposal: Change of use of land and buildings to equestrian uses in connection with the creation of an all-weather polo arena facility and associated works (approved though 19/1764/FUL) including the conversion of barns to stables and two fields for use for polo practice, pony exercise and schooling.
Location: North Hilltop Farmhouse The Heath Leadenham
The application noted above will be considered at Planning Sub Committee on 22nd February 2022.
ii. 21/1886/HOUS – approved 25/02/2022
Proposal: Proposed Annexe linked to garage previously approved on planning permission 21/0438/HOUS Location: Hillsdale 2 Crow Lane Leadenham.
iii. 21/1823/HOUS – approved 15/02/2022, on condition that the roof be replaced with slate.
Proposal: Replace existing front windows with new timber double glazed units and replace existing slate roof with new slate roof Location: Woodford House 5 High Street Leadenham.
c) Street numbering/naming.
NKDC still require a new road name for the development at Main Road Leadenham. Suggesting
something Farming related or someone famous from the Village.
It was agreed that a request for an extension be submitted and that an article be posted to the village community Facebook page, calling for suggestions.
5. REPORTS OF REPRESENTATIVES

c) County Councillor (Cllr M Overton). Newsletters can be found here. C/DCllr Marianne Overton gave a verbal update to her newsletter, regarding planning application 21/1550/FUL – Poultry sheds, Highways, Beckingham Planning issues. Also updates regarding the Planning Committee meeting held 22/02/2022, 21/0053/FUL – North Hilltop Farm.
The Clerk reported that correspondence had been received from a member of the public, forwarding a complaint made by him regarding the disrespectful treatment which he had experienced at that meeting, and that the PC would be considering at item 9. C/DCllr Marianne Overton reported that comments she had hoped to contribute at the meeting had been interrupted and not heard, meaning that full representation had not been possible, and that the Bio-diversity statement had not been received in time for any comments to be made for consideration at the meeting.
d) Village Hall Committee. The February minutes had been received and circulated to all.
6. HIGHWAYS ISSUES
a) Reports re Buses and HGVs and to consider any action required. Further correspondence and videos had been received from a resident. Cllr T Sisson will continue to draft a report for the PC to submit to the relevant bodies, in support of the resident.
It was suggested that the Police could be asked to visit the area during peak times, although it was reported that they currently do drive in this area in the afternoons, so will be aware of the issue.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required. This is of continued importance and pressure must be kept up to ensure that this issue is not abandoned.
It was agreed that the Litter picking group, and Village Keeper, be asked to look at clearing the path area, and that all necessary safety precautions be taken, including the deployment of Banksmen.
c) It was noted that SWRA had suggested attending a PC meeting, or to arrange a meeting at the school, to discuss the various road safety issues. It was suggested that members of the public, who had expressed an interest in this issue, be contacted to attend any such meeting.
7. SPEEDWATCH SCHEME/SPEEDING ISSUES
a) Speed Indicator Device (SID – Cliff cluster Scheme):
i. It was noted that the device is still held by the PC but that the VK has not currently sited it. It was agreed that this be investigated by the Clerk.
ii. It was noted that Harmston PC had reported that they had proceeded to purchase a SID and had not, as agreed, investigated a joint purchase with Leadenham and Welbourne. It was agreed that the Clerk investigate quoted for Leadenham and report at a future meeting.
b) Speedwatch Scheme:
It was agreed that the clerk contact LRSP be contacted to arrange training.
Any additional equipment will need to be purchased, as previously discussed, with £200 agreed in the budget at 24/01/2022.
8. PARISH CLERK
To consider the Parish Clerk’s Report:
a) LALC has circulated update to the delayed NALC SCP payscales, to be implemented from 01/04/2021.
It was proposed by Cllr G Luff, seconded by Cllr G McLusky and it was RESOLVED that the Clerk’s salary be increased in line with NALC. The current SCP for the Clerk is SCP 20, increasing from £13.51 to £13.73 ph. and backdated to 01/04/2021.
The budget for Salary 2021-2022 is £2,866.00, Estimated cost including increase is £2,859.96
b) LCC Highways – Temporary Traffic restrictions: Leadenham, Quarry Lane (Between Pottergate Road and A607 Grantham Road). 01/04/2022 to 30/09/2022. Local updates will be supplied.

It was noted that this work is possibly not required and a waste of LCC Highways resources and that recent changes to the Highway Code, favouring pedestrians and cyclists, means that the works may have a detrimental effect on those users in terms of skidding.
c) Glendale Countryside quote received.
2022-23 quote = £ 2,225. Budget = £2,695. Estimate = £2,335. (ex VAT). It was agreed that the quote be accepted.
For info 2021-22 quote = £ 2,119. Budget = £2,615. Actual = £2,229 (ex VAT).
d) Glenrowan Estates have enquired about the Play area event, and feedback has been submitted to them to ensure continued engagement re the development.
e) CAB Mid Lincs has requested that the PC considers making a donation. It was proposed by Cllr M Nelstrop, seconded by Cllr G McLusky and it was RESOLVED that a donation of £50 be granted.
f) CLLP update from C/DCllr Marianne Overton, The Plan comes back out for consultation from mid-March for six weeks, based mainly on whether the plan is “sound”. For that it has to be deliverable. The very large turbines encouraged in this plan may not be deliverable. PCs may like to write again raising the issue of whether your points have been properly considered. All previous comments will not be passed forward to the Inspector, so we will need to write again.
g) LCC Highways Grass-cutting agreement form has been submitted to LCC Highways, as approved 13/12/2021, minute 8 b). LCC’s Budget was approved on 18th February, and the contribution rate for 2022-23 has now been confirmed at £0.0249 per m2, per cut to LCC’s standard of three cuts per annum. Therefore, the contribution figure for Leadenham Parish Council for 2022-23 is £420.19. (previous estimate £406.69).
h) Website analytics for February 2022: Users = 451 (+21.6%). Page Views = 1,568 (+7%). Unique Page Views = 1,332 (+5.1%). Average Time on Page = 00:00:27 (+54.6%).

9. CORRESPONDENCE.
a) An email has been received by a member of the community, relaying the treatment received at a NKDC Planning Committee meeting, held 22/02/2022. 08/03/2022 (circulated to all).
It was agreed that a comment/complaint should be made to the Monitoring Officer, before which all Cllrs listen to the audio recording from the meeting HERE and agree the content of the complaint. It was noted that Cllrs may also submit comments/complaints as private individuals, should they wish so to do.
b) LCC Highways letter regarding footpath No.11, Woodgate Moor Footroad, was forwarded by the Chair, for circulation to all.
10. FINANCIAL MATTERS
a) To approve the Statement of accounts and bank reconciliations following the latest bank statements from Cllr K Willgoose:

A document received from NS&I was completed and signed for submission, in order to establish the whereabouts of this account.

It was proposed by Cllr G McLusky, seconded by Cllr N Johnson and it was RESOLVED that the financial report and payments be approved.
d) It was noted that the move to Lloyds bank, with online banking and the RFO as a signatory for administrative purposes, is underway and that Cllrs Nelstrop, McLusky and Willgoose will receive email contact from Lloyds to complete the set-up.
11. PARISH FIELD/TREE PROJECT/PLAY AREA.
It was reported that Rory Booth had provided feedback: 29 feedback forms had been handed out to people, often a single form to a whole family and 100% of the people asked said that they wanted to see the parish field used for both nature and recreation.
12. PLAY AREA.
a) Monthly reports received. The Spring Horse yet to be removed and the Village Keeper has been reminded.
b) Further updates will follow when available.
13. LITTER PICKING.
a) Litter report 12/02/2022 - 10 pickers, 13 bags, 3 loads reported for collection by NKDC.
b) It was noted that funding is now via submission of an invoice and the 2021-22 invoice has been submitted by the Clerk and the funds received.
14. VILLAGE HALL/LAW/BOWLS CLUB
It was agreed that this item remain on the agenda and actioned in due course.
15. DAMAGE TO THE GREEN
It was noted that no update was available, the area has recovered and that the item be dropped from the agenda.
16. PARKING NEAR THE PRIMARY SCHOOL.
i. It was noted that the Clerk will ask for any feedback from the Police regarding a promise to visit the location when in the vicinity, to monitor the issue.
ii. It was noted that Cllr M Nelstrop has purchased stakes to be deployed on the area opposite the primary school, to prevent the potentially dangerous parking and the destruction of the verge. Tape will be purchased and signage will be produced in due course.
17. QUEEN’S JUBILEE 2022.
a) It was noted that the Beacon is jointly owned with Welbourn PC and WPC has progressed a plan to host the event on Thursday 2 June 2022. No correspondence has been received by the Clerk regarding this.
b) It was noted that a private community group is organising a Street Party/Big Lunch on Sunday 5 June 2022 and may apply for a temporary traffic restriction order (TTRO).
c) It was noted that the PC has no plans or capacity to arrange any events however it will support any arrangements made by the Village Hall Committee, by helping with refreshments or by a suitable donation grant, under Section 137 of the Local Government Act 1972.
18. MEMORIALS
It was agreed that this be kept on the agenda and addressed at a future meeting.
19. AGENDA ITEMS FOR NEXT MEETING.
Nothing to add at this stage.
20. DATE OF NEXT MEETING. To note that the next meeting of the Parish Council as 13 April 2022.
It was agreed the APM (Annual Parish Meeting) be held in May, on a Saturday, date tbc. The event with include an update on the Paly Area, the Parish Field Project and a representation of the Village Hall committee.
