1. APOLOGIES FOR ABSENCE. 
To receive any apologies for absence.
       
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
 
3. PUBLIC FORUM
To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
 
4. MINUTES
a) To approve the Minutes of the Annual Meeting of the Parish Council Meeting held on 13 June 2023.
 
5. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. Proposed Telecommunications Base Station Upgrade at Leadenham Reservoir, Off Sleaford Road, North Leadenham, Lincolnshire, LN5 0QD (NGR: E 496192 N 351621)
Circulated to all 20/06/23. Deadline for comments extended to 12 July 2023.
 
b) Decisions received: 
None at time of agenda publication.
 
c) Street Naming: 
i. Royal Meadow – street numbering plan received and posted onto the PC website.

8. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.

To consider the Parish Clerk’s Report (to follow).
 
10. CORRESPONDENCE
To consider correspondence (to follow). 
 
11. FINANCIAL MATTERS
a) To consider the Financial Report (to follow).
b) To consider adding additional person(s) to the bank mandate.
c) To consider moving to a bank with online banking.
d) To consider applying for an Equals Card account.
e) To receive an update regarding the royal Fund account and to consider agreeing the associated Approval Statement (circulated to all 06/07/23).
 
12. PLAY AREA
a) To receive any updates regarding the application for a grant, FCC application 5093. 
b) To consider and note arrangements regarding the funding application.
c) To note that the Chair, Cllr M Nelstrop, is the signatory for the PC/FCC agreement.
 
13. LITTER PICKING.
a) To consider applying to LCC for FOC litter picking kits for the Volunteers
b) To note that the PC insurer has specified age range cover for any volunteers as 18 – 80 years of age.
c) To consider adopting a Volunteer Policy (draft example circulated to all 06/05/23)
 
14. LITTER BIN ON SLEAFORD ROAD, BLACKSMITHS GARDENS.
This bin has been reported as damaged.
To consider the purchase of a replacement bin. (details in CR).
 
15. VILLAGE HALL/LAW/BOWLS CLUB
To receive any updates regarding the drafting of Service Level Agreements (SLA) for the above groups and any action required.
 
16. MEMORIALS
To receive any information regarding the Memorials and any action required.
 
17. AGENDA ITEMS FOR NEXT MEETING. To consider any items for inclusion in the next agenda.
 
18. DATE OF NEXT MEETING. 
a) To note that the next meeting of the Parish Council is Tuesday 12 September 2023.
b) To note that there will be no meeting in August unless it is required for urgent business.
