Chair’s Opening Remarks. 
 
1. APOLOGIES FOR ABSENCE. 
       To receive any apologies for absence.
       
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
 
3. PUBLIC FORUM
To resolve to suspend the meeting to allow no more than 15 minutes of public forum.
 
4. MINUTES
a) To approve the Minutes of the Parish Council Meeting held on 10 October 2023.
 
5. CO-OPTION FOR VACANCIES
To receive applications for Co-option to the vacant seat on the Parish Council.
 
6. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. 23/1309/TPO Description of works: To remove epicormic growth from the base of the tree. Crown lift from the floor of up to 4.5M Location: Hillside House, 39 High Street, Leadenham.
Comments by 27/11/2023.
 
b) Decisions received: 
22/1304/HOUS and 22/1305/LBC, 51 High Street Leadenham – approved 17/10/2023.
 
7. REPORTS OF REPRESENTATIVES
To receive reports from the following:

8. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
 
9. EMAILS FOR PARISH COUNCIL
To consider adopting ‘.gov.uk’ emails for use by all PC Cllrs and staff. Report attached.
 
10. PARISH CLERK
To consider the Parish Clerk’s Report (to follow).
 
11. CORRESPONDENCE
To consider correspondence (to follow). 
 
12. ACCESSABILITY STATEMENT
To consider the re-adoption of the Accessibility statement on the PC website.
 
13. DEFIBRILLATOR
a) To note that the Q3 report has been received. 
b) To note that the LIVES service agreement is due for renewal on 4 November 2023 at a cost of £200 + VAT.
c) To consider the purchase of a new cover following advice from LIVES, 
 
14. FINANCIAL MATTERS
a) To consider the Financial Report (to follow).
b) Lloyds Bank account:
i. To receive any updates regarding the new Lloyds Bank account and the status of Cllr K Willgoose as an authoriser for online transactions.
ii. To agree arrangements for payments, transfers and authorisation using the Lloyds Bank account
iii. To consider the addition of a fourth signatory.
c) Equals Card Account:
i. To receive any updates regarding the application for an Equals Card account 
ii. To agree the process for using the card.
iii. To consider agreeing a limit and process for purchases relating to Village Maintenance (including the Play Area) and when inter-meeting purchases can be actioned.
d) Insurance for the Village Hall to receive an update.
e) To note the NALC SCP rates for clerk’s salary from 01/04/2023, released 06/11/2023.
 
15. PLAY AREA
a) To note any update to works highlighted by the RoSPA report and the new volunteer’s engagement.
b) To consider any further action required.
 
16. VILLAGE HALL/LAW/BOWLS CLUB
To receive any updates regarding the drafting of Service Level Agreements (SLA) for the above groups and any action required.
 
17. MEMORIALS
a) To receive any information regarding the old Memorials currently in the care of a member of the community and any action required.
b) War Memorial, to receive a report regarding the current condition, suggested works, NKDC funding update and to agree any action.
 
18. AGENDA ITEMS FOR NEXT MEETING. To consider any items for inclusion in the next agenda.
 
19. DATE OF NEXT MEETING. 
a) To note that the next meeting of the Parish Council is Tuesday 12 December 2023.
b) To agree dates for 2024.
