Minutes of the meeting of the above Parish Council held on Tuesday January 14th 2020 at 7.30 pm in the Village Hall
Present Mrs K Willgoose, Mrs C Stokes, Mr T Sisson, Ms M Nelstrop (Chairman), Mr S Locking, Mr G McLusky and District & County Councillor Mrs M Overton

Declarations of Interest: none
2. Consideration and signing of the Draft Notes of the previous meeting into Minutes
Mrs C Stokes proposed they be a true record of the meeting. Mrs K Willgoose seconded the proposal. The Chairman signed the Minutes.
3. Clerk’s Report on Matters Arising from the Minutes of the previous meeting
a) Police Reports – a new system has been introduced whereby residents can access a new website to find out what crimes have been committed in their area.
b) Meeting with Highways Officers regarding issues within the parish Outcomes as follows:
i) Field House – reduction in the width of the access road due to large stones being placed on the verge. All details regarding this issue have been forwarded to the Legal Dept at LCC
ii) Maintenance of Drains and Gullies on the bypass – some clearance of gullies has been carried out but all debris removed has been left on the verge adjacent, leaving high risk of it falling back into the gully again. This issue to be addressed along with clearance of the drains.
iii) Cats Eyes missing on the A607 north end of the village – this matter is already registered on Fix My Street and will be addressed in due sourse.
iv) Verges encroaching across footpaths – trimming work on the edges of the footpaths has already taken place.
v) Request for a Barrier to be placed on the left hand side of the exit from the railway bridge (travelling towards Leadenham)
This has been requested due to several vehicles having gone off the road and knocked the wooden fencing down (but have not so far, fallen down the steep banking onto the tarmac car park area below)
Response from this request: Highways report that statistics show that it is the entry point of bends which show to be the at highest risk of vehicle accidents (the Welbourn side of the bridge). On being reminded of the number of incidents on the exit side over the years, Highways responded that they would look at the area again
vi) Safety on the A607 Welbourn/ SWRA/Leadenham following fatal accidents last year
A combined letter from the two parish councils and the SWRA has been forwarded to Highways requesting their assurance that following the publication of the Coroner’s Report on the accidents, a meeting will take place with all parties to assess the safety of this stretch of the A607. No response received to date.
vii) Parish Field – Clerk reported on investigations regarding the possible sale of the Parish Field. Reports from 3 Land Agents was reported and the various options offered. The question of access will now be further investigated before further decisions are finalised.

Mr G McLusky proposed that these payments be made. Mr T Sisson seconded the proposal.

6. Consideration of the Police Report
Details of the new website reporting system was reported ny the Clerk.
7. Consideration of matters of Correspondence
None
8. County & District Councillor Reports
Councillor Mrs Overton’s monthly Report is accessible on the Parish Council website.
9. To consider and set the Precept for the coming financial year
Following due consideration Mrs C Stokes proposed that the Precept be set at £12,300 for the financial year 2020/21. Mr G McLusky seconded the proposal. All members were in agreement.
10. To consider the launch of a Neighbourhood Plan for Leadenham
This item was postponed until the next meeting
11. Matters for Urgent Discussion
1. Drains at the top of Quarry Lane on the junction with Pottergate require clearance work.

There being no further business, the meeting closed at 9 pm. The next meeting will be hald on Tuesday 11th February 2020 at 7.30 pm in the Village Hall.
