March 2020 Minutes

Minutes of the meeting of the above Council held on March 10th 2020 at 7.30 pm in the Village Hall

Present: Mrs K Willgoose, Mrs C Stokes, Mr G McLusky, Mr T Sisson and Ms M Nelstrop (Chair)

1. Apologies: Mr S Locking

Declarations of Interest: none

2. To consider the signing of the Draft Notes of the previous Parish Council meeting held on Tuesday 11th February 2020

Mrs K Willgoose proposed they be a true record of the meeting. Mr G McLusky seconded the proposal. There were no objections. The Chairman signed the Minutes.

3. Clerk’s Report on matters arising from the Minutes of the previous meeting

a) Gullies on the A17 – no further works have been carried out on clearance requested.

Further reports to be forwarded to Highways.

b) Parish Field – No further progress to date

c) Neighbourhood Plan – agenda item

d) War memorial works – agenda item

4. Consideration of Planning Matters

None to date when Agenda published. Additional item 10 b to be referred to concerning an application received after that date.

5. Consideration of Financial Matters

a) Bank Statement – not available to date

b) Payments in – none

Mr T Sisson proposed the payments be made. Mrs K Willgoose seconded the proposal.

There were no objections.

d) End of year procedure.

Clerk confirmed that the accountant was ready to complete the end of year accounts in preparation for Annual parish meeting/ Internal Audit – as soon as the March/April bank Statements were received.

6. Police Report

Nothing received.

7. County & District Councillor Reports

District Councillor Mrs Lucille Hagues forwarded a written report. This will be available on the
website.

8. Matters of Correspondence

a) Questions forwarded to NKDC concerning planning matters are as yet unresolved.

9. To create an action plan prioritising works to be addressed for the coming year

Given that much time had been on planning applications over the last 6 months, Councillors considered that other matters had slipped behind schedule so it was resolved to list matters which require attention in following months as follows:

War Memorial works
Neighbourhood Plan
TIM – flashing speed reduction signs
New bus Shelter on the Gree.
Village Hall car park refurbishments
Play Area equipment refurbishments
VE Day

10. Matters for urgent discussion

a) Tree fallen by Crow Lane/A607 junction – removed from the roadway but remaining on the verges on both sides of the road. Considered to be the land owners responsibility and to be contacted.

b) Pot holes – Junction of A17 by pass west side – hole on the waiting area in road centre.

To be reported.

c) Insurance cover for PC – due for renewal in June. Cover to be checked.
