Minutes of the meeting of the above Council held on Tuesday 9th April 2019 in the Village Hall at 7.30 pm

Present: Mr T Sisson, Mrs K Willgoose, Mrs C Stokes, Mr G McLusky, Mr S Locking, Ms M Nelstrop (Vice Chair) and Mr I Perkins (Leadenham resident)

Parishioner’s Questions

Mr Perkins expressed his full support for the proposed housing development for 25 homes on Leadenham Industrial Estate, which has been granted Outline Planning permission by NKDC Planning Committee.

1. Apologies – none

Declarations of Interest: Mr McLusky signed the Declaration of Interest book in respect of a planning application on his property.

2. Consideration and signing of the Minutes of the previous meeting

Mrs K Willgoose proposed they be a true record of the meeting. Mr T Sisson seconded the proposal.

3. Consideration and action on Matters Arising from the Minutes

a) War Memorial refurbishment work – ongoing

b) Renewal of Litter picking sticks – ongoing

c) SPID – cheque for payment has been raised (but not yet forwarded) and awaiting map re points siting.

d) WiFi installation – ongoing

e) Stick up for the Environment (Litter Picking Event in the Village Hall 27th March) – good attendance with support from three local newspapers, Leader of NKDC and NKDC Officer responsible for Rubbish Removal.

f) Kerb lowering – a request for two kerbs to be lowered in the village to allow free access for wheelchair and buggy users has been forwarded to LCC Highways (Rectory Lane and Main Road by Coronation Island).

4. Consideration of Planning Matters

a) Notification of Intended Works to Trees in a Conservation Area.

Application Ref: 19/0472/TCA Description of Works: T1 Oak – crown reduction to a height of 8m, spread 9m Location: Ellis House, 1 Ellis Yard, Leadenham, Lincoln Responses by 23rd April The Council had no comments to make on this application.

b) Prior Notification Non Domestic Development Application Ref: 19/0387/PNND Proposal: prior approval for a proposed change of use of agricultural building to a dwelling house (Class C3) and for associated operational development. Location: Grain Store, Field House, Sleaford Road

Applicant: Mr W Sergeant.

The purpose of the Prior Notification procedure is to determine whether or not any further prior approval is required, therefore, it is not subject to the usual consultation process as the Council is only provided with 56 days in which to make a decision. This application is notification only – so no comments were required.

c) Recent approval of Outline Planning Application for 25 homes on Industrial Estate.

Councillors had no further comments to make at this stage.

Clerk reported that the Annual Accounts were with the Accountant and that arrangements were under way for Internal Auditing.

Councillors were reminded that an additional signatory for PC cheques was required. This will be addressed at the AGM in May.

County & District Councillor Mrs M Overton’s Monthly Report is available on the Parish website

8. Consideration of Matters of Correspondence

Request for the Red Ensign to be flown within the parish on Merchant Navy day (September 3rd 2019)

Decision – the parish has no flagpole currently therefore not feasible.

9. Consideration of response to letter regarding dog poo problem North Road/Main Road/A607.

A report has been received regarding a resident identified as failing to pick up after their dog. A letter will be forwarded.

10. Matters for urgent consideration

a) Councillor Mrs Stokes reported a strong unpleasant smell when walking past the Household Waste Site. Enquiries to be made.

b) Co-option of additional Councillor – as the Council have been officially informed that as there has only been six applicants for seven seats and therefore will be uncontested, an additional Councillor will need to be co-opted. Procedure will go ahead following elections.

c) Drains – first bend on left hand side going up Sleaford Hill from traffic lights – road surface collapsing around the drain – extremely dangerous for cyclists. Drain at the top of Sleaford Hill by Ward’s Farm – on left heading east – blocked A17 – drains & culverts blocked and grass growing on top – preventing surface water draining from road surface in heavy rain.
