Minutes of the meeting of the above Council held on Tuesday 10th December 2019

Present: Mrs K Willgoose, Mr G McLusky, Mr T Sisson, Ms M Nelstrop (Chairman), Mrs C Stokes.

1. Apologies – District Councillor Mrs L Hagues, District & County Councillor Mrs M Overton

Declarations of Interest – none

2. Consideration and signing of the Draft Notes of the previous meeting into Minutes

Mr T Sisson proposed they be a true record of the meeting. Mr G McLusky seconded the proposal. There were no objections. The Chairman signed the Minutes.

3. Clerk’s Report and action on Matters arising from the Minutes of the previous meeting

a) Speed Gun which had been available to purchase from another parish had been sold.

b) TIM costs (flashing mph signs) to be sought and presented at next meeting.

c) The following have been reported on Fix My Street:

i) Pot holes – entrance to Post Office Yard, opposite Primary School

d) The following items to be reported on Fix My Street:

i) Drains @ Sleaford Hill – full of grit following re-surfacing earlier in the year.

ii) Drains @ Crow Lane, St Anne’s Well and Gospel Lane for clearance work.

4. Consideration of Planning Matters

a) Further Consideration of Planning Application Ref: 19/1084/FUL

Location: Land to the rear of The George Hotel Amendments and additional evidence provided by the applicant, to the above application were considered.

Comments as follows:

The Council support the application in principle.

Some questions do remain concerning the size of the car parking spaces for The George Hotel however.

Given the increasing size of modern family vehicles and the difficulties regularly reported regarding usage of the car parking areas which have failed to adjust to accommodate this fact – could this fact be considered?

Parking area in the old garden area of The George Hotel – the suggestion was made to possibly consider parking vehicles at an angle would make entry and exiting easier. b) With reference to Planning Application: 19/1133/LBC

Proposal: Listed Building Consent for demolition works, works to pig sty and alterations to boundary wall to create new access onto Main Road.

Location: Land to the Rear of the George Hotel, Main Road, Leadenham

Leadenham Parish Council has no objections regarding this application

5. Consideration of Financial Matters

Mr G McLusky proposed the payments be made. Mrs K Willgoose seconded the proposal. There were no objections.

6. Police Report

The Clerk reported that we would no longer receive monthly crime reports directly from the Police base for the Cliff Villages - all crime reports for villages would be accessed only on line.

The current report on line for Leadenham, shows only the figures as far as October 2019, which were reported at the November meeting.

A query has been forwarded to the Police regarding no further updates.

7. County & District Councillor Reports

District Councillor Mrs L Hagues reported that organisation of the upcoming General Elections has taken priority at District level.

District and County Councillor Mrs M Overton’s monthly report can be accessed on the website.

8. Consideration of Matters of Correspondence

a) From Legal Services Lincolnshire (LCC)

S116 Highways Act 1980

Proposed stopping up of the Public Highways at Green Lane, Stragglethorpe

As the bridleway is to remain open and accessible, the Council have no objections.

b) Contact from a resident of a neighbouring parish regarding damage to his vehicle caused by a deer crossing the road on A17 between Leadenham Junction( east side) and Ryland Farm entrance and requesting a ‘Deer Crossing’ sign. This matter was discussed at the recent meeting with Highways Officers. The procedure is for the person involved in the accident to contact Highways directly with a Report.

9. Report from recent meeting with Highways Officers regarding matters pertaining to Leadenham parish

a) Field House – the positioning of a fence which prevents passage of agricultural vehicles. Details and maps have been forwarded to the legal services (LCC) and the matter will progress from there.

b) Drains and gulleys on A17 bypass – gulleys have been cleared but all residue has been left directly adjacent on the verges allowing it all to fall back into the gulleys. Drains not cleared but are now in the system for action but no date could be given.

c) White lining on Sleaford Hill – the broken white lines placed following resurfacing earlier in the year was queried by the Council as there had always been continuous white lining.

Officers reported that a traffic survey had been carried out and that speeds recorded were not giving rise to need for continuous white lining.

d) Road surface at the cross roads – this is already in the ‘Highways system’ for resurfacing works.

e) Cats eyes missing on a stretch of A607 at north end of the village and the poor state of the junction A607/Queensway – reported on Fix My Street for assessment and possible action.

f) Footpath from north end of village to the railway bridge, narrowing significantly on approach – Officers were brought up to speed regarding the ‘history of proposed Highways action in the past’ on this issue, given the severe risk to life to all pedestrian, cyclist and disabled buggy users of this footpath. Officers are to follow up on the information given and report back.

g) A request was put forward for the extension of the metal safety barrier on the south side of the railway bridge on the exit from the bridge travelling towards the village. There have been several vehicles hitting the wooden fence. There is a steep drop beyond the fencing down onto tarmac area below (Troops).

10. To consider requesting LCC Highways to meet with representatives from SWRA, Leadenham and Welbourn Parish Councils to survey and discuss issues of safety on the A607 which affect all these areas.

Councillors were unanimous in agreeing to this. A letter will be forwarded to Highways on behalf of all three bodies seeking agreement to meet.

11. Matters for Urgent Discussion

a) Parish Field – a valuation of the land to be sought.

There being no further business, the meeting closed at 9.25 pm. The next meeting will be held on Tuesday 14th 2020.
