Minutes of the meeting of the above Council held on 12th February 2019 at 7.30 pm in the Village Hall
Present: Ms M Nelstrop (vice chair), Mrs K Willgoose, Mr G McLusky, Mr S Locking, Mr T Sisson, County & District Councillor Mrs M Overton

The Clerk requested that two further items be added to the agenda (received since the agenda was posted)
Item 5d - purchase of a new dog bin
Item 5e – Request from St Swithin’s Church regarding funding

2. Consideration and signing of the Draft Notes to Minutes.
Mr T Sisson proposed that they be a true record of the meeting. Mrs K Willgoose seconded the proposal. There were no objections. Ms Nelstrop signed the Minutes.
3. Consideration of the Clerk’s Report on Matters Arising from the Minutes of the previous meeting
a) WiFi for the Village Hall – Following investigation, Mr McLusky reported that it is possible to use a 4G wifi unit with a SIM card to receive mobile data and convert it into wifi. If signal needs to be boosted there is a further unit which may be added to increase the range.
The units are a one off cost and the SIM card will have to come from a mobile supplier like Vodafone for instance. The SIMs will have different options for Data and we will need to look at this bit carefully.
Delivered and fitted by supplier at a cost (probably two hours)
This information is to be passed to the Village Hall Committee for their agreement.
b) War Memorial refurbishment – on going
c) Electoral Roll – NKDC report that new copies of the Rolls are available to download on line or if already ordered can be collected from NKDC Reception.
d) Litter Picking Sticks – are not standing up to the wear and tear they are being subjected to. An email has gone out to volunteers seeking feedback from all users – as different models are in use.
e) Combined letter (Leadenham & Welbourn PC’s) to LCC Highways - regarding the two recent fatal road accidents in both villages, requesting a meeting to look at the areas to consider future safety. A response from the Chair of LCC Highways Committee ‘sees no reason to meet until the investigation is completed’.
f) Large advertisement on telegraph pole opposite the Filling Station – Clerk to follow up on the law/regulations regarding the use of telegraph poles for advertising material.
g) Glass sheets dumped off the A17 – were reported to NKDC. No check has taken place as to whether work has been carried out
4. Consideration of Planning Matters
a) Ref: 19/0047/TCA
Description: T1 Sycamore – crown reduce approx. 10ft in height and maximum 3 ft in width; T2 (shown as C2 on the map) – crown reduce approx. 10ft in height and max 3ft in width; T3 Birch – crown reduce approx. 10 ft in height and max 3 ft in width. Location: 20 Back Lane, Leadenham LN5 0PW
The Council have no comments to make on this application.
b) Notification of Decision - approved.

Proposal: Erection of 2 non-illuminated pillar and post signs in brown and white (imitating tourism sign)
Location: Land North West of Gospel Lane (A17) And Land East Of Glebe Farm, Sleaford Road (A17) Leadenham Lincoln
5. Consideration of Financial Matters

d) Purchase of a new Dog Bin
A bin has been condemned by NKDC. Councillors considered choices of new purchases.
Fittings of the current bin are to be explored prior to purchase of a new one to ensure compatibility.
e) St Swithin’s Church request for further funding – (Mr S Locking reminded the Council that he is a member of the PCC and took no part in discussion) due to an increase in charges for grass cutting for the coming year, the PCC have asked that the Council consider adding the regular annual funding for maintenance of the Church Clock this coming year.
The Church Clock has not received any maintenance work for the last two years, which the Council did Precept for. The sum for each year is £240.
Mrs K Willgoose proposed that the payments be forwarded. Mr T Sisson seconded the proposal. All members were in agreement.
6. Consideration of the Police Report (8th Jan – 11 Feb 2019)
a) Theft of scrap and batteries from industrial unit Lincoln Road
b) Theft of industrial batteries and solar batteries from Industrial Landfill Site
7. Consideration of the District and County Councillor Reports
County & District Councillor Mrs M Overton’s monthly Report is available to view on the parish website.
Concerns Mrs Overton raised the following issues directly:
a) LCC Highways have announced a change in the time frame for pot hole repairs to be completed – from 28 days to 90 days. This was met with great concern by Councillors
b) SPID equipment sourced via the Cliff Cluster meetings – the following is to be forwarded to Bracebridge Heath who will co-ordinate the information and make the application to purchase the equipment. a) a map identifying the places where the equipment can be placed in the village. b) the name of the person who will be responsible in the village for the care and movement of the equipment c) a Cheque to the value of £260 – the contribution from each parish.
8. Consideration of Matters of Correspondence
None
9. Consideration of speeding issues through the village and the potential access to use of SPID equipment.
The Council had previously looked at the possibility of using the permanent flashing speed devices in the village. It was agreed that the cost is prohibitive currently and given it was agreed to share use of the SPID device, it is the cheaper option.
10. Update on the possible development of a Neighbourhood Watch Plan for Leadenham
Mr McLusky and Mr Sisson reported that they had to cancel a meeting arranged for January but are contacting the representative from Community Lincs to meet for discussion on the way forward with the possibility of underrating the production of a Neighbourhood Plan.
11. To discuss any problems arising from re-opening of Leadenham Landfill Site and possible attendance by Councillors at a proposed site meeting on February 26
Clerk reported that a request had been forwarded for 2/3 Councillors to attend the meeting. Councillors reported that the road surface leading from the site was:
a) Getting muddy in wet weather.
b) The road surface dressing is being shifted by lorries turning in and out from the site.
c) It is proposed that questions be asked as concerning the following: rats, flies and rubbish falling from lorries (the use of netting in transit)
12. To discuss heightened concerns regarding vehicles speeding through the village and consider options available to counteract the problem.
This matter was brought to the agenda following the recent fatal accident in the village. General consensus, following discussion, was that despite additional ‘reminder’ signage of any type or even the use of radar equipment, vehicle drivers are all too aware that the only retribution if they are ‘caught’ is letter of caution.
13. To discuss the use of posters recently prepared by Leadenham Primary School children to be used in combination with the work done currently by the Litter Picking Group
Clerk reported that the posters prepared by pupils from the Primary School are completed, bar lamination. The School can do the A3 sizes and the Clerk will do the A4’s.
The idea was put forward as to the possibility of holding a Launch Day, in combination with the Great British Spring Clean with a display of all posters in the Village Hall, to possibly put on a litter pick by the children on the Playing Field and invite Governors, parents, residents and the Press. This is to be passed to the Head Teacher for consideration.
14. Matters for Urgent Discussion
a) Parking at the Teahouse – Mr Locking has had a comment from a resident concerned about vehicles parking outside the Teahouse. Mr Locking to discuss with the proprietors.
b) Parish Council Elections - The Clerk outlined the procedures for Parish Council Elections regarding applications/deadlines etc.
There being no further business, the meeting closed at 9 pm. The next meeting will be on Tuesday 12th March 2019 at 7.30 pm in the Village Hall
