November 2019 DRAFT NOTES

Draft Notes of the meeting of the above Council held on Tuesday 12th November 2019 at 7.45 pm in the Village Hall.

Present: Ms M Nelstrop (Chair), Mrs C Stokes, Mrs K Willgoose, Mr G McLusky (vice chair), Mr T Sisson, Mr S Locking and District councillor Mrs L Hagues

1. Apologies; District and County Councillor Mrs M Overton

Declarations of Interest: none

2. Consideration and signing of the Draft Notes from the previous meeting into Minutes

Mr G McLusky proposed that they be a true record of the meeting. Mrs K Willgoose seconded the proposal. There were no objections. The Chairman signed the Minutes.

3. Clerk’s Report on matters arising from the Minutes of the previous meeting

a) Pot holes – Coronation Island pot hole has been repaired. A pot hole survey of the village will be carried out and reports made to Fix my Street as required.

b) Report made to Tree Officer (NKDC) regarding the felling of mature trees in the refurbishment being carried out on the dwelling opposite the Village Hall – no response on that to date.

c) Neighbourhood Development Plan – deferred until Spring

d) Highways work on entrance to Farm Shop – broken kerb and pot hole were reported on Fix my Street, who reported the pot hole filled and the kerb was under observation. In fact the kerb was fixed and the pot hole not.

e) Replacement tree for one recently felled in Waterloo Paddock – enquiry forwarded to NKDC questioning whether this was a condition if felling –no response to date.

f) The future of Parish Field - agenda item for December meeting.

4. Consideration of Planning Matters

No applications.

5. Consideration of Financial Matters

Mr T Sisson proposed the payments be made. Mr G McLusky seconded the proposal. There were no objections.

d) Budget preparation – the Clerk presented payments made to date for the financial year, the balance remaining against the budget for the year.

Discussion followed regarding items to be included in the budget for the next financial year.

The TIM (flashing speed warning devices) Signs were given priority and quotes to be sought and Highways contacted regarding siting and connection to lamp posts for energy sources.

Possible charges for use of energy to be checked.

e) A package of radar speed gun equipment is offered from another parish. As Leadenham is registered with Lincs Road safety partnership for training to use hand held speeding devices – members voted unanimously to put in an offer to purchase.

6. Police Report

For the period 8th Oct – 12th November 2019 the following incidents for Leadenham parish are reported

     1. Criminal damage – Graffiti on School Notice Board

     2. Theft of Domestic Heating fuel – Post Office Yard

7. County & District Council Reports

County & District Councillor Mrs M Overton’s Report is available on the Parish website. District Councillor Mrs L Hague’s Report is available to view on the Parish website.

8. Consideration of Matters of Correspondence

a) Pensions Regulator information regarding re-enrolment and re-declaration

b) Proposed stopping up of the public bridleway at Green Lane, Stragglethorpe

9. Consideration of matters pertaining to Leadenham, to be presented to Highways Officers at a meeting in late November.

a) Drains/gulley clearances on A17 bypass

b) High Street – speeding/parking and possible re-alignment on the corner between The George Hotel and Car Sales.

c) Road surface at traffic lights

d) Narrow footpath on A607 from North Road to railway bridge

e) Road surface on junction Queensway and A607

f) Cat’s eyes lacking from 86 Main Road through to railway bridge

9. Matters for Urgent Discussion

Councillor availability for Highways meeting on Wednesday 27th November Ms M Nelstrop (Chair) will be attending with the Clerk.

There being no further business, the meeting closed at 8.55 pm. The nest meeting will be held on Tuesday 10th December at 7.30 pm in the Village Hall
