NOTES OF THE MEETING OF

LEADENHAM PARISH COUNCIL

Held on Tuesday 11th March 2025, 7.15 pm at Leadenham Village Hall.

PRESENT: Cllr M Nelstrop (Chair), Cllr M Everett, Cllr S Hall, Cllr K Willgoose.

Sharon Johnson (Clerk/RFO).

Also present DCllr Lucille Hagues (part meeting)

Chair’s Opening Remarks.

Cllr M Nelstrop opened the meeting welcomed everyone and introduced the new Clerk/RFO

 

  1. Apologies for Absence.

None

  1. Declaration of Interests

Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.

      3. Public Forum. None

      4. Minutes

It was proposed by Cllr S Hall seconded by Cllr M Nelstrop and it was RESOLVED that Notes of the Meeting of the Parish Council held on 14 January 2025 be approved as a true record and signed as Minutes.

      5. APPOINTMENT OF CLERK/RFO.

It was proposed by Cllr S Hall seconded by Cllr K Willgoose and it was RESOLVED that Sharon Johnson be appointed as Clerk/RFO

 

  1. Co-option for vacancies.

Applications had been received from 1 person

  1. It was proposed by Cllr K Willgoose seconded by Cllr S Hall and it was RESOLVED that Mr David Nelstrop be co-opted to the vacant seat. Mr Nelstrop signed the Acceptance of Office, countersigned by the Clerk, and joined the meeting as Cllr D Nelstrop. Additional papers to complete will be issued to Cllr D Nelstrop, including the RoMI which must be returned to the Clerk within 28 days.

 

  1. VILLAGE HALL.
    1. Storage space designated for the PC. RESOLVED. It was agreed that Cllr M Everett will continue to store the Parishes gardening equipment.
    2. Lease/Operational arrangements.
      1. It was agreed that Leadenham Parish Council will await an update from LVH2000 Committee.
      2. It was agreed that no working group is required at this stage

    1. Planning Application Reference: 25/0076/HOUS Proposal: First floor side extensionabove existing single storey Location: 8 Back Lane Leadenham Lincoln Lincolnshire LN5 0PW.

Application reference: 25/0035/TPO Description of works: T1 - Sweet Chestnut.Remove deadwood, crown lift 5.2m over carriageway, reduce end weight on limb with hazard beam formation by up to 3m, reduce end weight of first lateral branch by up to 3m. Location: Street Record, Waterloo Paddock, Leadenham.

  1. Request from the Bowls club to have their insurance absorbed by PC. – Clerk to review current policy
  2. Enquiry received to use the field by a football club – Cllr M Nelstrop to respond

It was proposed by Cllr M Everett seconded by Cllr S Hall and it was RESOLVED that the bank reconciliation and statement of accounts be accepted

 

  1. It was proposed by Cllr K Willgoose seconded by Cllr S Hall and it was RESOLVED that the Clerk/RFO be added to the Banking with online access.
  2. It was proposed by Cllr M Nelstrop seconded by Cllr M Everett and it was RESOLVED to appoint Ms A Smith as Internal Auditor for AGAR 2025.

 

  1. MEMORIALS
  1. Old Memorials, Cllr S Hall reported that this was in progress and due for completion shortly.
  2. War Memorial, Cllr S Hall reported that there were no updates at present and any updates would be reported in due course.

 

  1. PLAY AREA - SEATING
  1. Cllr S Hall passes contact details for contractor to install benches to Clerk

 

  1.  PLAY AREA REFURBISHMENT
  1. It was noted that the proposed project be taken forward by Clerk
