NOTES OF THE MEETING OF
LEADENHAM PARISH COUNCIL
Held on Tuesday 10 December 2024, 7.15 pm at Leadenham Village Hall.
PRESENT: Cllr M Nelstrop (Chair), Cllr M Everett, Cllr S Hall, Cllr K Willgoose.
Ruth Keillar (Clerk/RFO).
Also present DCllr Lucille Hagues (part meeting)

Chair’s Opening Remarks.
Cllr M Nelstrop opened the meeting welcomed everyone.
1. APOLOGIES FOR ABSENCE.
Apologies had been received from Cllr P Dowen, reasons accepted.
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.
None.
3. PUBLIC FORUM.
0 members of the public were present.
4. MINUTES
a) It was proposed by Cllr K Willgoose, seconded by Cllr S Hall and it was RESOLVED that Notes of the Meeting of the Parish Council held on 12 November 2024 be approved as a true record and signed as Minutes.
b) It was proposed by Cllr K Willgoose, seconded by Cllr M Nelstrop and it was RESOLVED that Notes of the Extra-Ordinary Meeting of the Parish Council held on 2 December 2024 be approved as a true record and signed as Minutes.
5. VILLAGE HALL.
a) Storage space designated for the PC. It was agreed to defer this item to the next meeting, due to Cllr P Dowen not being present.
b) Lease/Operational arrangements.
i. There were no updates to report.
ii. Correspondence from Welbourn clerk had been received and circulated. It was agreed to contact Wellers Law Group, which LALC had recommended to Welbourn PC, to enquire about the process and costs.
iii. To consider establishing a Working Group tasked with investigating the options discussed and to set a time-frame. It was agreed to defer this until a future date.
6. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. 19/1764/FUL - Creation of an all-weather facility comprising of a polo arena, conversion of farm buildings into stables, new fencing, landscaping, lighting scheme, new car parking area. Regularisation of the installation of arena netting and fence height and to enable the use of the arena lighting until 9pm weekdays. Location: Hilltop Farm North, The Heath Leadenham.
The application noted above will be considered at Planning Committee on 10th December 2024. DCllr Lucille Hagues offered to enquire about any outcome and report to the Clerk.
b) Decisions received:
None
7. REPORTS OF REPRESENTATIVES
To receive reports from the following:
a) District Councillor (DCllr Lucille Hagues, Cllr M Overton). District news – click here.
DCllr Lucille Hagues added that she had circulated an initiative regardinga mental health survey, which had been circulated to all and posted onto the PC website.
b) County Councillor (Cllr M Overton). Newsletters can be found here.
8. PARISH CLERK
To consider the Parish Clerk’s Report.
a) Play area:
Play area reports received for December:
i. Rope walk deteriorating.
ii. Slide panelling deteriorating.
iii. Benches pending replacement.
iv. Cleaning required.
v. RoSPA works not carried out.
9. CORRESPONDENCE
a) Email from a resident complaining that a previous email about speeding had not received a reply. There had been no previous email received by the Clerk; following on the correspondent advised that they had sent the original email to an incorrect email address. They did not request any further reply.
b) Email from Cllr M Everett circulating his correspondence with LCC Highways and a complaint he has raised as a private individual (circulated to all 05/12/2024).
10. FINANCIAL MATTERS.

It was proposed by Cllr M Nelstrop seconded by Cllr K Willgoose and it was RESOLVED that the statement of accounts and payments be approved.
b) To consider the budget review/estimated precept request in preparation for final approval in January.
The Clerk gave a report showing budget projections for 2024-25 and a suggested budget for 2025-26 for consideration.
It was agreed that an options report be circulated once the NKDC precept calculator is published.

11. MEMORIALS
a) Old Memorials, Cllr S Hall reported that this was in progress and due for completion shortly.
b) War Memorial, Cllr S Hall reported that there were no updates at present and any updates would be reported in due course.
12. PLAY AREA - SEATING
It was noted that the contractor who had expressed an interest in this work had not submitted any quotes as yet, therefore no progress had been made.
13. PLAY AREA REFURBISHMENT
a) It was reported that the supplier which had provided the quotes for the previous meeting had prepared a helpful poster, illustrating possible additional items, as agreed at the meeting of 12/11/2024. This will be circulated to all Cllrs.
b) It was agreed that a questionnaire be drafted to include the proposed additional items and ideally deployed by leaflet drop, Leadenham Village Group Facebook page and an online survey.

15. DATE OF NEXT MEETING.
