1. INSURANCE
01/06/2021. The Clerk had received an additional quote for PC insurance and acted on behalf of the PC as follows:
Insurance Policy was renewed as of 02/06/21, with BHIB, at a cost of £373.58 for a 3-year fixed rate agreement. It was noted:
2020-21, Came and Co, £352.36
Quotes received for 2021-2022:
Came and Co £603.17, (3-year fixed term agreement £575.51)
BHIB via Aviva £395.58, (3-year fixed term agreement £373.58)
2. PLANNING APPLICATIONS AND ISSUES

Comment submitted 22/07/21: The Parish Council has no objection in principle to the proposed plan however comments are:
The application contains inaccuracies relating to property boundaries, including mis-naming of properties. It is requested that the application is amended with an accurate plan, and re-circulated to all consultees, in order for the correct criteria be made available for comments.
The application as it stands is not clear and lacks detail.
There are likely to be privacy issues for several neighbouring properties.
As the planned build is of a substantial size, with windows and suggested provision for a WC, it suggests that this may be reviewed as a potential habitation at a future date and not as a garage/store as the application requests.

Revised elevations and new location of tank.

Comment submitted 22/07/21: The quota for dwellings/house builds has been reached and exceeded by a significant percentage. The Parish Council objects to any additional increase due to further building.
With reference to the application, this proposal is out of keeping with the neighbouring properties. The houses opposite and next door are semi-detached, and this will be a small and narrow house in comparison.
Previous planning applications, for example relating to 49 High Street were refused permission to erect a two-storey building when looking to re-build a garage,
with the reason for refusal by NKDC Planning recorded as “unsympathetic to the character and appearance of the Listed building the and the surrounding conservation area”.
It will not have any off-street parking, so is going to add to the parking issues on the High Street putting more cars towards the bend in the road therefore causing a danger.
How much excavation needs to be done as the plot is a lot higher than the pavement?
What damage is this going to do to existing trees? The proposal must also take into account the potential damage to the roots of existing mature trees, not only in the building of this house, but ongoing with overhang and any potential owners then insisting on constant trimming. The Parish Council is currently seeking to look at planting trees to help climate change and does not support the removal or reduction of trees except where specifically deemed necessary by the NKDC Tree Officer

d) Ref 18/1045/OUT Land off Main Rd. Leadenham.
NKDC email received regarding an enquiry from the Developers, if in accordance with the S106, Leadenham PC wish to adopt the public open spaces on site.
The S106 states that the POS is to be offered to the PC and if they do not wish to adopt the land, then it is to be given to a management company.
Request submitted to NKDC requesting further information, 14/07/21.
e) Old Kennels, The Pheasantries. 06/0643/FUL
Following discussion at the Clerk Advisory Meeting of 15/05/21, item 2, the clerk emailed NKDC Planning, to enquire about planning relating to the Old Kennels / The Pheasantries Church End Leadenham. LN5 0PX and requesting if there was any update available. (awaiting reply at time of posting).
3. SPEEDING ISSUES
a) The Clerk emailed Bracebridge Heath Parish Council to enquire about the joint speed arrangements for Cliff Villages, following the PCs payment of £260 in august 2019. 14/07/21.
Awaiting response at time of writing. Clerk to chase.
b) The Clerk emailed Dave Mitchell, Community Speed Watch Coordinator, LCC Speedwatch to enquire about arrangements and agreement of Leadenham PC joining the LCC Speedwatch Scheme.14/07/21.
It is noted that the PC purchased a speedgun in January 2020, £250.
Mr Mitchell replied to state that the scheme had been temporarily interrupted due to coronavirus and there is a backlog for training etc. It is confirmed that the PC signed up to this and the Clerk will liaise with Mr Mitchell to establish the updated arrangements. 28/07/21.
A call for volunteers has been supplied to Three Villages and a Hamlet Magazine September 2021 issue.
