MINUTES OF THE PARISH COUNCIL MEETING OF
LEADENHAM PARISH COUNCIL
Held on 9 February 2021, 7.30 pm via Zoom.
PRESENT: Cllr Melanie Nelstrop (Chair), Cllr G McLusky (Vice-Chair)
Cllr Steve Locking, Cllr Gary Luff, Cllr Tim Sisson and Cllr Karin Willgoose.
Ruth Keillar (Clerk/RFO)
Also present: Cllr M Overton and DCllr Lucille Hagues (joined during meeting)
Two members of the public were present.
Public Questions: No comments or questions had been received.
CHAIRMAN’S OPENING REMARKS
It was confirmed by the Vice-Chair that audio recording of the meeting would take place to aid note-taking.
1. TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
DCllr Lucille Hagues and Cllr M Overton had advised that they will be arriving during the meeting.
2. TO RECEIVE DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA
Cllr M Nelstrop declared an interest it agenda item 4a) ii. (planning application).
3. PREVIOUS MEETING NOTES
a) It was proposed by Cllr T Sisson, seconded by Cllr G McLusky and it was RESOLVED that the notes from the meeting held on 12 January 2021 be approved as a true record and signed as minutes.
b) It was proposed by Cllr K Willgoose, seconded by Cllr G Luff and it was RESOLVED that the notes from the Extra-Ordinary meeting held on 25 January 2021 be approved as a true record and signed as minutes.
4. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. 20/1756/HOUS Rear of Blacksmiths Cottage 4 Main Road Leadenham – amended. Comments by 13 02 21. It was agreed that no comment be submitted.
ii. 21/0053/FUL North Hilltop Farmhouse The Heath Leadenham – comments by 19 02 21. It was agreed that no comment be submitted.
iii. 21/0096/FUL Demolition of existing farmhouse and outbuilding and erection of a new farmhouse dwelling. Glebe Farm Sleaford Road Brant Broughton Lincoln Lincolnshire. Comments by February 28th, 2021. It was agreed that no comment be submitted.
b) Decisions received:
None.
5. REPORTS OF REPRESENTATIVES
To receive reports from the following:
a) Local Police – click here for information
b) District Councillor (DCllr Lucille Hagues, Cllr M Overton). DCllr Lucille Hagues gave a verbal report and submitted a written report found here. Cllr M Overton gave a verbal report and suggested routes to apply for help regarding the footpath by the railway bridge. She confirmed that new signage was planned regarding HGVs through the village and that issues relating to School Buses had been improved. Cllr M Overton’s reports can be found here.
c) County Councillor (Cllr M Overton).
6. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
i. It was noted that that improved signage has been arranged to reinforce the HGV restrictions.
ii. It was noted that the issue with buses has improved, following the implementation of a one-way system, where only those buses carrying children may use the route along the High Street.
iii. It was noted that that there may be more action required in due course.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
i. It was noted that there may be money available for repair/replacement of the current footpath, which is in a dilapidated and dangerous condition.
ii. It was agreed that the Clerk and Cllr M Overton would write to the relevant bodies to request that the footpath area is considered for support.
iii. It was noted that that the landowner of the area adjacent to the footpath has been contacted and may also support any applications for funding/support from the relevant bodies.
iv. It was agreed that a request for temporary repair also be submitted, as a back-up arrangement, until a more robust outcome is available.
7. CLERK’S REPORT FOR INFORMATION ONLY
a) LCC Grasscutting agreement returned to LCC 14/01/21: £405.05 commencing 01/04/21.
b) Payroll provider (TJElmesBookkeeping) contacted to check PAYE status and set up new Clerk 14/01/21 and confirmed on 02/02/21..
c) Cereals - CEREALS 2021, Boothby Heath Farm, B1202 Heath Lane, Lincolnshire. Wednesday 9th - Thursday 10th June (07:00 – 18:00).
d) Grass-cutting quote from current contractor queried 14/01/21, resolved 18/01/21.
e) Bus-shelter –Quote received, advised that this had been requested by the PC.
f) Internal Policies – Drafts will be circulated for approval at a future PC meeting.
g) Member’s email addresses – update.
h) Website – Mr Pete Langford has provided training in the use and management of the LCC PC website and will supply ongoing support.
i) LALC Annual Subs and ATS costs received. ATS £85.00 + £17 VAT.
j) NALC to forward updates regarding the power to hold virtual meetings which ends 07/05/2021.
k) Anglian Water have works planned in the area in Spring next year. Details circulated and to be posted onto the website. AW has offered to attend a virtual meeting to give the PC and residents more detail.
l) Chattertons Solicitors, letter sent ref VH deeds (6 Feb 2021).
8. CORRESPONDENCE
a) Email received 27/01/21, from a member of the public suggesting that during a planned road closure, Leadenham traffic uses Quarry Lane to get onto PotterGate and not the planned alternative route of Mill Lane. Highways have been informed of this request by the correspondent.
b) Email has been received, 02/02/21, relating to a traffic incident and any supportive information the PC is able to offer will be sent to the correspondent.
c) Email has been received, 02/02/21, referring to a previous FOI request, 29/05/2020, relating to the meeting of 25/05/2020 and earlier meetings regarding planning applications. A full report will be compiled and sent to the correspondent.
d) Email received from ICO regarding a FOI request 04/02/2, this relates to correspondence item c) above. Various other requests received and holding reply sent.
e) It was noted that that the Clerk will keep a record of hours/costs incurred by the PC regarding item c) and d) above.
9. FINANCIAL MATTERS
a) To approve the Statement of accounts and bank reconciliations for January 2021
The RFO has yet to have access to the PC bank account.
Cllr K Willgoose reported balances for January 2021, as last meeting due to no new statements having been received:
i. HSBC deposit account balance as £9,969.33
Interest received £0.08
ii. HSBC current account balance as £1,448.13

LCC Highways Grass-cutting grant 2020-2021 £399.98

b) Payments for approval: None.
c) Bank Mandate – the clerk/RFO to be added to the Bank Mandate. Investigation into online banking is suggested.
d) Laptop/IT software as per budget, to be purchased for use by the Clerk/RFO.
It was agreed that the Clerk could proceed with the relevant purchases as set out in the budget review (£350 max for laptop and £180 for software).
e) Clerk’s salary – to be paid quarterly for this year.
f) Section 137(4)(a) of the Local Government Act 1972 (the 1972 Act) for parish and town councils in England for 2021-22 is £8.41. Total based on latest electoral numbers = 327x£8.41 = £2750.
This is the amount as a result from increasing the amount of £8.32 for 2020-2021 by the percentage increase in the retail index between September 2019 and September 2020, in accordance with Schedule 12B to the 1072 Act.
g) Precept request submitted 27/01/21.
h) ICO Registration DD mandate instigated £35 p.a (saving £5 over annual payment.).
10. PARISH FIELD
a) It was agreed that a Disposal of Land Policy be included in the list of Internal Policies for consideration at the next meeting, to set out the terms of reference for the procedure.
b) It was agreed that the land be valued in due course so that consideration of the most appropriate course of action be referenced.
11. GENERAL DATA PROTECTION REGULATION 2018 (GDPR)
i. It was noted that that the Clerk is the Data controller for the Parish Council.
ii. It was noted that that the Parish Council is not required to employ a Data Protection Officer and that Mr Ewan Robson. expert GDPR adviser to LALC, will take this role as and when required.
It was proposed by Cllr G McLusky, seconded by Cllr S Locking and it was RESOLVED that the following policies be adopted:

iv. Data Protection Policy, Subject Access Request Procedure, Data Breach Policy and Records Retention Policy
v. Privacy Notices
vi. It was noted that the Council has registered with the ICO (registration number A1103489/ZA868404)
vii. It was noted that Cllrs will be requested to complete Security Compliance Checklists.
12. PLAY AREA
It was noted that the monthly report has been received and the Parish Council should consider the replacement of the rubber surface on the "baby" swings and shackles, as reported in the RoPSA report of August 2020.
It was agreed that the Clerk supply costs for consideration at the next meeting.
13. AGENDA ITEMS FOR NEXT MEETING.
There were no matters arising at this time.
14. DATE OF NEXT MEETING DATE
a) The next meeting of Leadenham Parish Council will take place on Thursday 11 March 2021, 7.30 pm.
