MINUTES OF THE PARISH COUNCIL MEETING OF
LEADENHAM PARISH COUNCIL
Held on Monday 13 December 2021, 7.30 pm at Leadenham Village Hall.
PRESENT: Cllr Melanie Nelstrop (Chair), Cllr G McLusky (Vice-Chair),
Cllr S Locking, Cllr Tim Sisson and Cllr Karin Willgoose.

Also present: DCllr Lucille Hagues (part meeting), C/DCllr Marianne Overton (part meeting).

Public Questions: No comments or questions had been received.
CHAIRMAN’S OPENING REMARKS. Chair Cllr M Nelstrop welcomed everyone to the meeting. At the chair’s discretion the meeting commenced at 19:28, as no members of the public were present.
1. APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Gary Luff, accepted.
2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.
Cllr G McLusky expressed an interest in Agenda item 4 a).
3. MINUTES
It was proposed by Cllr S Locking, seconded by Cllr K Willgoose and it was RESOLVED that Notes of the Parish Council Meeting held on 10 November 2021 be approved as a true record and signed as Minutes.
4. PLANNING APPLICATIONS AND ISSUES
Cllr G McLusky left the room at this point (19:32)
a) Applications received:
i. Planning Application Reference: 21/1823/HOUS
Proposal: Replace existing front windows with upvc sash windows and existing slate roof with pantile roof
Location: Woodford House 5 High Street Leadenham
Comments by 31 December 2021.
No comments.

5. REPORTS OF REPRESENTATIVES
To receive reports from the following:
a) Local Police – click here for information. Police Newsletter – click here.
Police annual Precept Report received and posted onto the PC website with a link to respond.
b) District Councillor (DCllr Lucille Hagues, Cllr M Overton). DCllr Lucille Hagues had no further comments to add to her previously received report. DCllr Hagues reports can be found here. DCllr Lucille Hagues reported that she has spoken with Mark Williets, Development Manager, NKDC, who has suggested that Planning application 21/1550/FUL would be amended and re-issued in due course.
c) County Councillor (Cllr M Overton). Newsletters can be found here. C/DCllr Marianne Overton gave a verbal update to her newsletter.
d) Village Hall Committee. No updates to report.
6. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
It was agreed that Mr M Everett be invited to the next meeting, to give an update on the continued work he is doing to counteract this issue.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
i. The issue continues to be of great concern.
ii. It was noted that Cllr M Nelstrop had contacted Rowan Smith at Highways (24/11/21). Reply not received by the Clerk to date. (later confirmed that reply had been issued to Cllr M Nelstrop but Clerk missed off.)
iii. It was suggested that a ‘Highways Walk’ be requested, to view problem issues with a Highways representative.
7. SPEEDWATCH SCHEME / SPEEDING ISSUES.
a) Speed Indicator Device (SID – Cliff cluster Scheme):
i. It was noted that the device will be available for collection on 2 January 2022. Sites designated by LRSP are as follows:
A607 – site near Queensway / Bus Stop on the 40mph repeater post.
A607 (south) –the post carrying the Horse warning sign near the Church gate.
A607 (middle) –the post carrying the 30mph repeater near the Village Hall, for both directions of traffic.
ii. BBH PC has been asked to forward the bracket for fixing the device.
iii. The Village Keeper has been asked to liaise with Welbourn to collect/site the device.
iv. It was noted that the Clerk is investigation any speed signs to replace the current faded signs.
v. It was noted that Harmston PC is investigating a SID for their village and will share the information with other PCs and the possibility of a price reduction for 2 or more devices.
b) Speedwatch Scheme:
i. LRSP has confirmed that training is available for any volunteers (via Zoom at present).
ii. Equipment required:
Speedgun (already purchased and in need of checking)
CSW Hi-Vis Long Sleeved Jackets. Cost approx. £10 each + p&p approx. £5
CSW Advisory Signs. Cost approx. £65 + p&p at approx. £15
Click Counter – Cost approx. £1
iii. The group will require a Team Leader, will work independently of the PC and may include Cllrs and non-Cllrs.
iv. It was agreed that a call for volunteers’ notice be posted onto the Leadenham community FB page and into the 3 villages magazine. It was noted that Cllr G McLusky, Cllr T Sisson, Cllr S Locking expressed an interest.
c) Speed/Safety at SWRA:
a) A letter has been submitted to the Head Student at SWRA regarding adding the footpath over the bridge onto his wish list for road safety actions.
8. PARISH CLERK
To consider the Parish Clerk’s Report:
a) WPD meeting held onsite 15/11/21 (Cllr M Nelstrop, Sean Ingram of WPD, Clerk). It was agreed that the works will not impact the plans to create a community space (Trees/leisure area project). The large pole will be remover and the H pole will be updated. It was agreed that WPD install fencing around the equipment and stays at their expense.
Cllr M Nelstrop and S Ingram signed the revised wayleave agreement/map. Copy retained by LPC.
b) LCC Highways Grass-cutting Parish Agreement Scheme expires on 31/03/2022. Confirmation that a new PAG will be requested for 2022-23 must be made by 14 January 2022. LCC are re-calculating the grant, using new more accurate mapping systems and the details will be advised in due course. Based on the current rate for 2021-22, the contribution will be no less than £406.69 for 2022-23. It was agreed to remain in the scheme.
c) Policing Precept Survey posted online 11/11/2021.
d) LCC Local Transport Plan – survey. Posted onto the PC website 16/11/2021.

e) Vacancy – It was noted that interested person had been re-approached and has declined.

9. CORRESPONDENCE.
a) Email received from a member of the public requesting confirmation of the PCs actions re the planning application 21/1550/FUL. It was confirmed that the PC has arranged a poster/flyer drop and will be making a comment as agreed at the PC meeting of 10/11/21.
10. FINANCIAL MATTERS
a) To approve the Statement of accounts and bank reconciliations revised 10/11/2021 after receipt of latest bank statements from Cllr K Willgoose:
The RFO reported balances at 10/11/2021:
a) HSBC deposit account balance as £ 1,686.79
b) HSBC current account balance as £19,775.45
Total £21,462.21
c) War Stock funds £ 148.13 transferred to the bank account
d) Royal Fund £ 331.80 still to be retrieved.

n.b. item 37 includes a HMRC reversal of tax due, of which £187 had been paid by the PC (chq 101463). The payroll supplier is reclaiming this for refund to the PC.
c) To consider any payments due at 13/12/2021: nil
d) A VAT reclaim has been submitted to 30/11/2021 £3,532.27

It was proposed by Cllr M Nelstrop, seconded by Cllr T Sisson and it was RESOLVED that the financial report and payments be approved.
e) Pre-budget information for consideration for the Precept for 2022-23 has been circulated and it was agreed that this would be discussed and finalised at the next meeting. Deadline for submission to NKDC is 28 January 2022.
11. PARISH FIELD/TREE PROJECT.
It was agreed that the joint Parish Field/Tree Project and Play Area Public Meeting be scheduled for Saturday 29 January 2022, pending Covid advice at that time.
12. PLAY AREA (PA).
a) Monthly reports received.
b) It was noted that it might be appropriate to consider a PWLB loan to cover the costs of redeveloping the Play Area, should a grant not be available. It was agreed to discuss this at the next meeting/precept provision.
13. LITTER PICKING.
a) Litter picking took place on Sunday 4/12/2021. 3 volunteers covered various areas. Large items were reported to NKDC for collection.
b) To note that the Litter Picking Grant has been approved and will be issued shortly (£91.14).
14. VILLAGE HALL/LAW/BOWLS CLUB
It was agreed, in principle, that a review and updated SLAs for the above groups be undertaken. Cllr M Nelstrop had correspondence relating to the Bowls club, which the Clerk will scan for circulation.
15. BUS STOP
It was agreed that costs and logistics relating to the possible provision of a bus shelter opposite the Green be investigated
16. STREET-LIGHTS
Following reports that some streetlights are not working, Cllr S Locking volunteered to collate the reference numbers and the Clerk will report the issue to LCC Highways.
17. POT-HOLES
It was noted the potholes in the high Street had now been repaired.
18. AGENDA ITEMS FOR NEXT MEETING.
a) It was reported that cables near the traffic lights at the cross roads appeared to be loose.
b) It was reported that heavy vehicles had caused some damage on the Green by driving over the grassed area.
c) It was reported that cars collecting children from the Primary School are parking on the verge and potentially damaging the grassed area. It was suggested that signs may help to reduce the parking issue.
19. DATE OF NEXT MEETING
It was agreed that next meeting of the PC will be Wednesday 12 January 2022.
There being no further business the Chair ended the meeting at 20:43.
