6. PLANNING APPLICATIONS AND ISSUES - Decision Noted

7. VILLAGE HALL –
It was RESOLVED to accept the final draft of the lease and agreed to send it to the solicitor before sending it to VH.

8. RENEWAL/EXTENSION OF LEASE OF SPORTS FIELD
The Clerk updated Members on progress with the renewal of the Sports Field lease.
Cllrs were advised that the Council’s solicitor, Bridge McFarland LLP, has now prepared the first draft of the new lease. The draft has been reviewed against the 1996 lease and incorporates the amendments previously requested by the Council, including a revised lease term, updated annual rent, CPI-linked rent reviews, updated permitted use provisions, the removal of a clause considered potentially detrimental to the Council, and amendments to the re-entry provisions.
The Clerk reported that progress is currently dependent upon the landlord’s legal representative becoming formally involved. The Council’s solicitor has advised that, due to the Land Registry title remaining in the name of the previous owner and the restrictions registered against the title, the Estate’s solicitor is required to deal with the title matters and approve the lease before it can be completed and registered.
It was further noted that the Council does not possess a Common Seal and, when the lease is ready for execution, it will be signed in accordance with the Council’s authorised procedure for executing deeds in the Standing Orders

9. Solar FarmS
a) It was noted that the National Grid planning application for an electricity substation at Navenby is now live and open for public comment.

12. PLAY AREA
- Monthly inspection report noted.
- Cllr Linacre currently obtaining quotes
- Cllr Linacre to research options for new piece of equipment for younger children

13. VILLAGE WALKABOUT
a) The Clerk reported that updates had been received in response to the issues identified during the Parish Council village walkabout. Bushes behind the fountain on the A607 are to be cut back, with further tree works to be considered if appropriate. Ivy and overhanging vegetation affecting the footpath towards the Pheasantries have been cut back, with repairs to the adjoining wall to be undertaken before the remaining ivy is removed to avoid creating a safety hazard. The damaged wall opposite the Post Office will have loose masonry removed, with options for a replacement boundary treatment being considered due to tree roots preventing reconstruction of the wall. It was also confirmed that the overgrown trees on the High Street are on private land and that responsibility for maintenance rests with the occupier, who will be contacted regarding the necessary works
b) Cllr M Nelstrop had also reported the overgrown path between the school and bowls club and has been notified that this will be cleared by LCC
14. VILLAGE MAINTENANCE
a) Highways - The Clerk reported that a further update had been received from the Highway Authority. Members were advised that any request for horse-riding warning signage must be submitted through FixMyStreet, supported by details of rider usage, routes, stable locations and photographs, after which the application would be assessed. It was also confirmed that the adjacent land contributing to debris on Sleaford Hill is privately owned, and discussions with the landowner were recommended regarding potential mitigation works. The Highway Authority has instructed works to cut back the highway siding on the A607, while responsibility for hedge maintenance remains with the landowner.

d) VH Car Park - The Council discussed the possibility of resurfacing the village hall car park, noting that this had been explored several years ago but did not progress at the time. A councillor expressed an interest in revisiting the project.
Cllrs agreed that, as the Parish Council is currently progressing the village hall lease, it would be appropriate to defer further consideration until the lease has been completed. Once the lease is in place, the Council will consider establishing a working group or committee, involving representatives from all organisations that use the village hall car park, to explore options and take the project forward. Cllr Everett to send documents to clerk relating to previous investigations.
