Held on TUESDAY 9th June 2026 at 7.00pm at Leadenham Village Hall.

5. Minutes - It was RESOLVED that Notes of the Meeting of the Parish Council held on 12th May 2026 be approved as a true record and signed as Minutes.

 

6. VILLAGE HALL –

Discussions took place regarding the recent lease amendments prior to a meeting with VH on 15th June 2026

7. RENEWAL/EXTENSION OF LEASE OF SPORTS FIELD

It was resolved to instruct our solicitor on behalf of both parties

9. Solar FarmS

a) Cllr Linacre provided a general update regarding solar farms in Lincolnshire.

 

10. Clerk REPORT

Clerk reported that a resident is exploring the idea of Padel courts at the VH location and will attend a meeting to present in near future

It was RESOLVED that the following documents be approved and signed as required:

  1. Annual Internal Auditors Report.
  2. Governance Statement. Chair and Clerk to formally approve and sign, noting the minute reference 11 e) ii.
  3. Accounting Statement. Signed and dated by the RFO prior to presenting for approval. Chair to formally approve and sign, noting the minute reference 11 e) iii.
  4. Bank reconciliation as at 31/03/2026.
  5. Notice of Public Rights will be posted onto the website for at least 30 working days.
  6. Explanation of Variances.
  7. To note that the above documents will be submitted to the External Auditor and will be posted onto the PC website, including:
    1. Asset list as at 31/03/2026

 

12. PLAY AREA

a) New play equipment noted and great feedback received

b) Monthly inspection report noted and it was RESOLVED to replace the damaged swing £91 + VAT

 

13. VILLAGE WALKABOUT

Clerk presented report following the village walk around. Following actions RESOLVED. Report attached

  • Vegetation clearance and wall safety concerns will be referred to the relevant landowners.
  • Handyman will be instructed to carry out the maintenance items identified during the walkabout.
  • Highways to be approached regarding the possibility of a horse-riding slow sign.
  • The issue of overgrown bushes near the village hall car park will be added to a future agenda.
  • Hedge cutting advice to be given in next newsletter

 

 

14. VILLAGE MAINTENANCE

a) Highways issues – ongoing issues with post office flooding discussed with Cllr Overton. Speed concerns raised, Cllr Overton will look into advisory 30mph signs

b) War memorial – work in progress

c) Village hall clock repair. Ongoing

 

15. AGENDA ITEMS FOR NEXT MEETING.

a) Overgrown vegetation in VH car park

b) Further play park improvements

 

16. Date of Next Meeting. The next meeting is scheduled for Tuesday 14th July 2026, however due to clerk unavailability moved to 21st July 2026

 

 

There being no further business the Chair ended the meeting at 20:35

 

Village Walkabout Report Summary - 8th June 2026

The village walkabout identified several issues requiring follow-up, mainly relating to overgrown vegetation obstructing footpaths, minor structural and safety concerns, and routine maintenance items. Several actions were also noted for referral to individual landowners or external bodies. Several matters were also reported on FixMyStreet at the time of the walkabout.

Key Issues Identified

Vegetation and footpath access: Several locations were noted where overgrown bushes, ivy, trees, and hedge growth are obstructing public footpaths. These include the area behind the fountain on the A607, the footpath towards the pheasantries, the High Street near the green, the Old Hall boundary, the path from the pond to the bus shelter, the footpath towards Troops on the A607, and growth around the village hall car park. During the walkabout, several matters were also reported on FixMyStreet, including a impassable footpath next to the bowls club, a blocked drain on the High Street, debris on the footpath towards Troops on the A607, a collapsing footpath on the same route, a streetlight on A607 constantly on, and several potholes.

Structural and safety concerns: Attention was drawn to a wall opposite the post office that had previously been dismantled due to path repairs because of tree roots. it would be helpful to know whether any rebuilding or safety works are planned. A further concern was raised regarding a wall at the side of the cemetery, which appears to be leaning or falling and may need to be investigated.

Maintenance items: Other practical items noted included cutting back brambles at Poor Row, repainting the wood on top of the bus shelter following the notice board renovation, and confirming that hedge spurs on the path from the pond to the bus shelter are included on the maintenance job list.
