Dear Councillor, You are hereby summoned to attend the next meeting of LEADENHAM PARISH COUNCIL on MONDAY 13 DECEMBER 2021, AT 7:30PM, at Leadenham Village Hall
This is a face to face meeting and Government advice regarding Covid-19 safety will be followed.
PLEASE NOTE THAT THIS MEETING MAY BE REPLACED WITH A CLERK ADVISORY MEETING, VIA ZOOM, SHOULD IT BE DECIDED THAT A FACE TO FACE MEETING IS UNWISE DUE TO THE CHANGING VIRUS SITUATION. DETAILS WILL BE POSTED TO THE WEBSITE.

CHAIRMAN’S OPENING REMARKS
 
1. APOLOGIES FOR ABSENCE.

2. DECLARATION OF INTERESTS
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 
 
3. MINUTES
To approve the Minutes of the Parish Council Meeting held on 10 November 2021.
 
4. PLANNING APPLICATIONS AND ISSUES
a) Applications received:
i. Planning Application Reference: 21/1823/HOUS
Proposal:  Replace existing front windows with upvc sash windows and existing slate roof with pantile roof
       Location:   Woodford House 5 High Street Leadenham
Comments by 31 December 2021.
 
b) Decisions received:

6. HIGHWAYS ISSUES
a) To receive any updates regarding buses and HGVs and to consider any action required.
b) To receive any updates regarding the footpath adjacent to the railway bridge and to consider any action required.
To note that an email by the Chair has been submitted to Rowan Smith regarding various road/highways issues.
 
7. SPEEDWATCH SCHEME / SPEEDING ISSUES. 
a) Speed Indicator Device (SID – Cliff cluster Scheme):
i. The device will be available for collection on 2 January 2022. Sites designated by LRSP are as follows:
A607 – site near Queensway / Bus Stop on the 40mph repeater post.
A607 (south) –the post carrying the Horse warning sign near the Church gate.
A607 (middle) –the post carrying the 30mph repeater near the Village Hall, for both directions of traffic.
ii. BBH PC has been asked to forward the bracket for fixing the device
iii. The Village Keeper has been asked to liaise with Welbourn to collect/site the device. 
iv. To note that the Clerk is chasing speed signs.
 
b) Speedwatch Scheme:
i. LRSP is awaiting names for training (via Zoom at present).
ii. Equipment required:
Speedgun (already purchased and in need of checking)
CSW Hi-Vis Long Sleeved Jackets. Cost approx. £10 each + p&p approx. £5
CSW Advisory Signs. Cost approx. £65 + p&p at approx. £15
Click Counter – Cost approx. £1
iii. The group will require a Team Leader, will work independently of the PC and may include Cllrs and non-Cllrs.
 
c) Speed/Safety at SWRA:
i. A letter has been submitted to the Head Student at SWRA regarding adding the footpath over the bridge onto his wish list for road safety actions

9. CORRESPONDENCE
a) To consider correspondence (to follow).
 
10. FINANCIAL MATTERS
a) To consider the Financial Report (to follow).
b) To ratify payments made between meetings.
c) To consider any payments to be made on 13 December.
d) To note the pre-budget/pre-precept report (circulated to all)
 
11. PARISH FIELD/TREE PROJECT. 
To agree a date for the joint Parish Field/Tree Project and Play Area Public Meeting (Saturdays, 15 or 29 January 2022).
 
12. PLAY AREA
a) Monthly reports received. 
b) To receive any updates on the new Play Area project
 
13. LITTER PICKING.
a) To receive any updates regarding litter picking.
b) To note that the Litter Picking Grant has been approved and will be issued shortly (£91.14).
 
14. VILLAGE HALL/LAW/BOWLS CLUB
To consider reviewing and drafting updated SLAs for the above groups.
 
15. BUS STOP
To consider any views and any action required.
16. STREET-LIGHTS
To confirm which street-lights require attention.
17. POT-HOLES
To consider any action required.
18. AGENDA ITEMS FOR NEXT MEETING. To consider any items for inclusion in the next agenda.
19. DATE OF NEXT MEETING. To note that the next meeting of the Parish Council 12 December.
