October 2018 Minutes
MINUTES on the meeting of the above Council held on 9 th October 2018 in the Village Hall at 7.30pm.
Present: Mrs J Thurlow (Chair), Mrs K Willgoose, Mrs C Stokes, Mr G McLusky, Mr T Sisson. District & County Councillor Mrs M Overton.
1. Apologies: Mr S Locking
Declarations of Interest: none
2. Consideration and signing of the Draft Notes to Minutes.
Mrs C Stokes proposed they be a true record of the meeting. Mr T Sisson seconded the proposal. There were no objections. The Chairman signed the Minutes.
3. Consideration and action on the Clerk’s Report on Matters Arising from the Minutes of the Previous Meeting
a) Street lights – all the last three reported not working have been repaired
b) Recent flooding and drain clearance - Clerk reported that there had been recent activity with a vehicle attending the drains by the Filling Station and the junction A607/Queensway engaged in major clearance work. No report has yet been received from Highways. The matter is to be pursued.
c) Three Centenaries Celebrations leaflets have been distributed round the village.
d) Councillor Training – Mr Sisson has requested a booking for a Councillor Training session run by LALC. Dates in the New Year to be requested.
e) Footpath A607/Poor Row has been cleared and is considered now safe for pedestrians.
f) Saplings over growing on Poor Row – Ms Nelstrop were not present to report.
4. Consideration of Planning Matters
No applications received.
Councillor Mrs Overton reported that today the Planning Committee had approved the Planning Application by Mr R Troop to build 6 dwellings to the rear of the Filling Station.
5. Consideration of Financial Matters

The Exemption Certificate has been completed and is now visible on the Parish website.
6. Police Report
No crimes reported during September 2018.
7. District & County Council Reports
1. District Councillor Ms C Mills has submitted the monthly report which is available to view on the parish website.
2. District & County Councillor Mrs M Overton also has the monthly report available on the parish website but also reported as follows:
a) She is willing to Chair a Working party to look at the possibility of placing a fence on the Village Hall Complex site alongside Mr T Sisson, Mr G McLusky, Mr R Nelstrop and Mr M Everett. Possible dates for a meeting were explored.
b) Cliff Cluster Report – SPID purchase for Cliff Cluster villages to share usage. Navenby have pulled out and wish to purchase their own SPID. Bracebridge Heath has volunteered to house the SPID.
c) Three Centenaries Celebration – outline given of all activities throughout all Cliff villages to commemorate this event.
8. To consider Matters of Correspondence
a) reVOLT refund application – a request has been received to forward evidence of the PC’s application for funds to support a new Village Hall Sign prior to funds being transferred from the reVOLT fund to the PC.
b) Further funds remain available from revolt and applications are to be returned by the end of October 2018. Following discussion, Mr McLusky proposed that funding to support the installation of Wi Fi in the Village Hall be the subject for application. All members were in agreement. Clerk to follow up.
9. To consider the undertaking of a Neighbourhood Plan for Leadenham – update Mr McLusky reported that an email had been forwarded to Community Lincs regarding a meeting on the way forward.
10. To consider a Report and review of the first year of the Leadenham Litter Picking Group.
The Clerk distributed a Report on the structure, expenditure and amount of litter collected over the period of one year.
The idea of working with Leadenham Primary School pupils (to create anti-Litter Posters) was revived. Mrs C Stokes and Mr McLusky volunteered to talk to pupils during an assembly and ask for their input by producing posters which the PC will laminate and place around the village over a period of time. The PC will donate £100 to the School towards an environmental project of their own.
11. To consider investigations concerning flashing light speed reduction signs.
The Clerk reported that LCC Highways representative had reported that Highways can place these signs. Our enquiry has been passed to the representative directly responsible at LCC who will furnish details of current costs involved.
12. Matters for Urgent Discussion
a) Tidying the village – Mrs Stokes questioned why there was a strip of the verge adjacent to the Bowling Green/A607 remains uncleared. Mr Everett to be requested to undertake regular clearance work.
b) Tree branches overgrowing the footpath on A607 (east side) adjacent to the Primary School field – the street light is now being restricted in its efficiency and the footpath will become slippery in wet weather. Request for trimming back to be forwarded.
c) Safety of all users of the footpath from North Road to the railway bridge (A607 travelling north towards Lincoln) – Clerk reported that the owner of the land to the east side on the footpath is now Mrs H Reeve, who is agreeable to a meeting with the Agent and LCC Highways and PC representatives, to look at the possibility of moving the boundary hedge back from the roadside, at the point where the path narrows considerably beyond Troops Car Sales site towards the bridge – to widen the footpath. Meetings to be arranged.
