LEADENHAM PARISH COUNCIL
Notes of the Annual Parish Meeting held on Tuesday 14th May 2019 at 7.30 pm in the Village Hall

Locking, County & District Councillor Mrs M Overton and three members of the public
1. Chairman’s Remarks
Ms M Nelstrop (chairman) welcomed everyone to the meeting.
2. Apologies; Councillor Mr T Sisson, Councillor Mr G McLusky
3. Consideration of the Draft Notes of the previous Annual Parish Meeting and signing into Minutes
Mrs C Stokes proposed they be a true record. Mrs K Willgoose seconded the proposal. There were no objections. The chairman signed the Minutes.
4. Consideration of the Clerk’s Report on Matters Arising from the Minutes None.
5. Chairman’s Annual Report
Ms Nelstrop gave a report on the years’ activities.
6. Comments and questions form residents.
a) A resident questioned if there was any follow up to the fatal accident of a pupil at SWRA outside the school last December – the concern stemmed from the fact that pupils from Leadenham who walk to and from School during term time, on a very narrow footpath are vulnerable to traffic and possible accident.
The Council reported that LCC Highways have agreed in principle to widen the footpath by one metre on the approach to the railway bridge but the procedure will take up to two years. b) Residents questioned traffic speeding through the village and asked as to what options were available to counteract this problem.
The Council reported that a share in a SPID device (flashing sign regarding the speed of passing vehicles which can be moved around the parish and secured during use) via the Cliff Cluster Group of parishes (Bracebridge Heath – Leadenham). The possibility of training for volunteers to use a radar gun has been reported and this will be followed up.
Several years ago the possibility of installing permanent flashing speed reminder signs was investigated. The cost per sign was approximately £6,500 each with an added £1,000 each for annual maintenance costs. Leadenham would require two on the A607, totalling in the region of £15,000.
c) The question arose concerning speeding through High Street and specifically High Street north supported by reports of individual experiences. The corner at the junction by The George Hotel is particularly dangerous as traffic coming from the by pass west side approach the junction corner at far too high a speed, with seemingly no knowledge they are entering a narrow residential road with significant residential parking on the roadside. The idea of diverting traffic from the A17 via a different route was discussed (all traffic leaving or entering using the east side junction and turning along Pottergate to Navenby for Lincoln.
Residents in that area are keen to be proactive on this issue and would be supported by the Parish Council.
d) Residents did pass on their thanks to the Litter Picking volunteers for their work, remarking how much better the village and verges beyond looked since they began.
7. Presentation of Accounts
The Clerk presented the Parish Council accounts for the year and answered questions regarding Exemption from External Audit.

County & District Councillor Mrs M Overton gave a short report on behalf of both Councils, which will be available on the website.
